Job Title:                            Infrastructure/WaSH Coordinator

Job Summary

To provide technical support to the design, implementation & monitoring of infrastructure and WaSH component of Building Disaster Resilience in Pakistan (BDRP) program. The position will also support the capacity building of the Program consortium Members (I/LNGOs) on technical standards and compliance.

Duties and Responsibilities

Technical Support and quality assurance

1.       As part of BDRP- PIU team ensure that technical and quality aspects of activities are in line with best international practices and standards and are appropriate to the operating context. The Infrastructure /WaSH Coordinator will support in leading the Infrastructure Technical Working Group (TWG) for the Program.

2.       Provide technical support to field staff for their community mobilization work related to construction and management of soft component of WaSH.

3.       Provide technical advice and support to all program teams in planning and budgeting of construction works, preparation of drawings, designs and trainings’ activities, including support in the development of IEC materials or assessment of engineering designs.

4.       Support staff or partners in procurement and selection of contractors and other aspects of contract management as requested. Explore supply chain issues for availability of required material to promote sustainability of systems.

Monitoring, Training and capacity development

5.        Conduct reviews of engineering works and WaSH soft component at field level and build the performance capacity of program staff

Ensure consistency with Organization’s, Consortium partners and DFID policies, strategies, guidelines etc.

6.       Contribute to the development of projects that involve WaSH, shelter, infrastructure and soft activities so that they are in line with Organization and DFID’s policies, technical guidelines, etc.

Networking role:

7.        Develop and manage relationships with relevant UN sectorial Cluster or working groups, engineering groups or other networks at national level that can provide technical support to BDRP program.

Specific Responsibilities

  • Ensure the desired Outputs and outcomes of the project are achieved.
  • Make sure that progress towards the outcomes required remains consistent
  • Promote and maintain focus on the desired project outcomes.
  • Ensure that any resources required for the project are timely available.
  • Prepare designs and estimates with specifications in collaboration of relevant TWG for program activities, which act as inputs to program implementation.
  • For any changes in program activities during implementation, prioritize consortium partner’s opinions for incorporation of changes.
  • Provide and recommend follow up actions to the consortium members/partners.
  • Evaluate Impact of potential changes in the program and monitor the risks constantly.
  • Prepare ToRs for hiring of consultants for different assessment studies in areas of intervention.
  • Ensure that evidence of completion of activities are collected and arranged/maintained properly on monthly/quarterly basis for further submission to DFID along with quarterly and final reports.
  • Track progress of activities through collection of monthly progress reports from Consortium members/partners on regular basis.
  • Ensure that quality control procedures are in place for the program implementation.

Support Functions

  • Assist in the recruitment and training of engineering field staff, as requested.
  • Support field engineering and hygiene promotion staff in technical matters and share inputs with Program Coordinators at district level in managing performance of technical staff  
  • Be prepared at short notice to undertake appropriate duties assigned by Organization management.
  • Provide support to country team in writing reports

Skills/Experience Required

  • Minimum qualification Bachelor in engineering (PEC registered, preferably Civil). 
  • Minimum 8 years relevant experience in infrastructure and WASH programs, preferably with international NGOs
  • Knowledge of contexts of Sindh, Punjab and Khyber Pakhtunkhwa
  • Experience/knowledge of innovative WASH and other infrastructure projects
  • Good capacity in community mobilization and knowledge of participatory approaches in project implementation
  • Experience in training and capacity building of local contractors, technicians, government technical staff and working with community groups
  • Understanding of the role in quality assurance and advisory functions and how they link and contribute to overall program quality
  • Good collaboration and interpersonal skills with local, national and civil society stakeholders
  • Knowledge of program monitoring and evaluation
  • Good understanding of development issues with emphasis on participation and sustainability;
  • Excellent report writing skills
  • Proficiency in MS word & excel with strong skills in AutoCAD or other designing tools/programs
  • Common sense and team approach
  • Analytical and problem solving skills
  • Good understanding of humanitarian issues in Pakistan
  • Good understanding of working with institutional donors and partnership management

Desirable

  • Prior experience in implementation of projects in consortium
  • Experience of managing NGO emergency and development projects
  • Experience of UN Cluster system and familiarity with other humanitarian fora

Relationship:

This post aims to provide technical support in appraisal of design, monitoring and evaluation of technical interventions by ensuring adherence to standard procedures, practices, and guidance documents as per Sphere standards, WASH Cluster /working group and relevant PDMAs therefore will need to keep liaison with all BDRP-PIU team and relevant technical team members in regular program.

Liaison with Local and International NGOs, UN agencies/Clusters and Partner organizations related to the BDRP Program.

  • Excellent analytical/decision making  and problem solving skills
  • Ability to work under pressure often to strict deadlines
  • Ability to recognize problems and recommend solutions
  • This is not a 9-5 post. The volume of work may come in ‘waves’ – so weekend and late night working is possible at short notice, but this will be compensated by lower volume at other times, allowing for compensatory time-off.

Accountability:

In carrying out the above duties, Organization approved procedures must be followed at all times. Infrastructure/WASH Coordinator will be accountable for the infrastructure and soft component quality assurance.

Special Circumstances:

Sometimes the job may demand the job holder to operate in risky environments/areas during a humanitarian response.  Organization has a security management plan in place to minimize all possible risks. In case of emergency/disaster in Pakistan, Infrastructure/WASH Coordinator may be required to undertake assessments and make recommendations.

Performance Standards:

Based on the above mentioned duties & responsibilities, specific performance standards will be refined or developed in consultation with line manager within first month of employment and later on refined as appropriate.
