A. BACKGROUND

The UK’s Department for International Development (DFID) has contracted Mott MacDonald Cambridge Education to provide technical assistance to the School Education Department (SED) under the Punjab Education Support Programme (PESP II).

PESP II is providing technical assistance to the School Education Department (SED) of Punjab to conduct a ceremony to distribute awards among teachers to acknowledge the services of individuals who outperformed despite challenges. With this, PESP II will also initiate a mass awareness campaign by showcasing stories of the selected teachers. The event is likely to be scheduled between 16 – 20 March 2020.

B. PURPOSE OF THE ASSIGNMENT

To develop short videos that showcase success stories of the teachers selected for the awards. The product can be used for multiple audiences (showcasing online, at events and meetings) to serve as an effective way to raise awareness and gain media and public buy-in. The videos will be shared locally and beyond.

C. SCOPE OF WORK

PESP II seeks services of a sub-consultant/firm or agency to produce seven high-quality videos, capturing success stories of the selected teachers. All content produced will be a property of PESP II and may not be used without permission. The sub-consultant will work in close collaboration with PESP II’s communications team to ensure delivery of required outputs on pre-defined standards. The sub-consultant will produce the following products:

D. OUTPUTS:

  1. Create 7 videos (30 second shorts and longer versions)
  2. Provide creative vision for the film series

Details of Outputs:

  1. Visual production: Produce strong visual documentation of the stories in locations identified by PESP II. The sub-consultant’s assignment includes, but is not limited to:
  • Scriptwriting – run-down, prepare questions and ideal responses 
  • Filming of activities and produce B-roll footage
  • Interviews of individual subjects
  • Editing
  • Animation with graphics
  • Subtitles
  • Customized background music
  • Final compositing & Hard-drive

2. PESP II will approve the final product and reserves all rights for the video. The sub-consultant will be responsible for ensuring high-quality sound and picture. The sub-consultant must also ensure that dialogue is clear and understandable by a first-time viewer

3. The video must be shot using a full-frame DSLR in at least 1080/24p resolution

4. The subtitles must be shared with PESP II and approved before being hardcoded on to the footage.

E. IMPORTANT NOTES:

  • The shoot for success stories is expected to take place within Punjab for seven days.
  • The film crew needs to be comprised of following members who should also be present during the shoot:
  1. Director of Photography (DP)
  2. Cameraman
  3. Production Assistant
  4. Coordinator
  5. Editor
  • The film crew will be required to coordinate with the selected teachers beforehand, visit the shoot locations a day in advance for recce and briefing.
  • The financial proposal should be inclusive of all required travel, refreshments and accommodation charges for the film crew.
  • The selected candidate will be required to submit rough-cut of each of the seven profile videos within three days of the shoot. The sub-consultant will be contractually bound to incorporate the feedback from the PESP II team.
  • For all communication, the selected candidate will be bound to adhere to the branding and sensitivity guidelines of Cambridge Education in Pakistan.
  • The sub-consultant will be expected to seek approvals from the Communications team of PESP II at the stage of pre-production (script and shoot plans to be presented for approval), production (first cut and subtitles must be submitted for approval).
  • The company must have following insurances (three to four times of the contract value);

- Professional indemnity

- Employers liability

- Product liability

F. TIMELINES

The engagement is expected to commence once a contract has been signed between the sub-consultant and PESP II but should not take more than 30 days.

Documentary, script and photos caption shall be provided to PESP II as specified above.

G. BREAKDOWN FOR TECHNICAL PROPOSAL

The firm selected should provide as a response to the TORs the following:

  • Lega structure of the company
  • Prior work experience
  • Demonstrable evidence and portfolio for promoting videos and creating specialized posts
  • List of existing and prior clients
  • Explanation of full list of services
  • Personnel proposed to execute project and identified account manager
  • Profiles of team
  • The company must be registered and tax paying
