SCOPE OF WORK - Data Collector /CDA
Project Background:
As part of the post 2022 floods recovery in Sindh, Sindh People’s Housing for Flood Affectees (SPHF), is leading a resilient housing reconstruction program for 2.1 million households and carries a vision to systematically assess various flood affected settlements in Sindh to develop Climate Resilient Settlement Development Plan (CRSDP). This process is crucial for setting up, upgrading, and sustaining essential community infrastructures to improve access to basic public services. These plans would also help carry out the land entitlement process to vulnerable communities in Sindh.
Assessment teams will work extensively in the communities for the collection of data from households and other stakeholders. In this context, the role of an Admin and Logistics Officer is critical in ensuring the efficient execution of this short-term assignment, directly contributing to the success of this transformative initiative
Objectives and Responsibilities
This position aims to perform the tasks outlined below to ensure socio-economic data collection, streamlined project operations, and robust quality assurance in achieving the project objectives:
- To conduct focus group discussions and gather qualitative insights from the community.
- To collect comprehensive household-level data, including demographic and socio-economic information.
- To demarcate households for accurate data collection and mapping purposes.
- To provide support in mapping existing features and community infrastructure.
- To establish and maintain communication channels with the community and local stakeholders to facilitate collaboration and information sharing.
Deliverables
a) Attend the orientation session prior to the field work.
b) Brief reports summarizing findings from focus group discussions, household surveys, and mapping activities.
c) Socio-economic data collection and documentation of household demarcation and mapping data
d) Collect data from the assigned/sampled households using deigned tools and interfaces.
e) Ensure completeness and accuracy of data collected.
f) Shared daily progress report via synchronizing mobile data as well as questionnaires filled in hard.
g) Report any challenges encountered in the field during data collection.
Reporting relationships
The data collectors /CDA will be in contact with the Field Supervisor directly who will lead and supervise the activity. They will also have working relationships with the Project Manager /MEAL Officer or any other responsible field staff. During the assignment, organization will provide transport to/from field.
Duration of contract
The contract duration for the assignment will be 3 to 5 months approximately. Duration may increase or decrease depending upon task completion.
Required Competencies, Experience and Qualification
Personal Qualities

- Ability and willingness to work long hours and sometimes in adverse field conditions.
- Must be proactive and able to “think on your feet”.
- Highly punctual, organized, and flexible.
- Able to follow guidance provided by supervisors/managers.
- Must be conversant with basic social research ethics and be able to apply them in the field
- Must show respect and non-judgmental attitude towards respondents’ ideas, cultural values, and traditions.
- Must always show sober behavior they are required to perform duties.
- Must be able to assure confidentiality of respondents’ personal information.
- Able to build rapport with respondents to ensure that they remain motivated and interested in answering questions truthfully.
- Understandable knowledge of English
Education
- Intermediate, preferably university graduates from any recognized University in any related discipline. Those with Diploma will also be considered.
Payment
The Data Collectors/CDA will be given a lump sum daily allowance of PKR:4500/- (four thousand and five hundred rupees, inclusive of communication allowance) per day including the day of training.
Experience
- Previous experience in qualitative and quantitative data collection, mapping, and sampling
- Have working knowledge of Apps like Kobo/ComCare etc.
- Familiarity with Microsoft Office.
- Must have in-depth questioning and active listening skills.
- Must be able to follow and carry out instructions given by supervisors and willing to learn from others’ guidance.
