Job Summary
The GBV Manager will lead the implementation of Gender-Based Violence (GBV) prevention and response initiatives, ensuring survivor-centered and rights-based approaches in service delivery. The incumbent will provide technical oversight, coordinate with stakeholders, and build the capacity of project teams to effectively address GBV in targeted communities. The role requires strong leadership, technical expertise, and a commitment to ethical and confidential case management practices.
Key Responsibilities
Program Management and Oversight
- Ensure effective implementation and oversight of project activities in compliance with donor and organizational regulations, ensuring timely execution and quality service delivery.
- Conduct monthly, quarterly, and annual reviews of project deliverables to ensure alignment with work plans and objectives.
- Lead the implementation of GBV case management activities, ensuring adherence to international best practices and UNHCR standards.
- Ensure all case management activities are survivor-centered, prioritizing safety, confidentiality, respect, and non-discrimination.
- Develop and implement quality assurance mechanisms to enhance GBV case management services.
- Oversee data collection, analysis, and reporting on GBV case trends using ethical and confidential data protection standards.
- Ensure timely and accurate internal and external reporting, including donor reports and updates to BRSP and UNHCR at the provincial and national levels.
Technical Supervision and Capacity Building
- Provide technical supervision and support to GBV caseworkers, ensuring adherence to best practices and ethical guidelines.
- Conduct regular case reviews and provide constructive feedback to improve service delivery.
- Design and deliver training sessions on GBV case management, survivor-centered approaches, and protection principles for staff, volunteers.
- Provide supportive supervision and on-the-job training to strengthen the technical capacity of field teams.
- Establish Women and Girl-safe Spaces (WGSS) at the district level to enhance access to GBV services, particularly for Afghan Nationals and host communities.
Prevention and Community Engagement
- Develop and implement community awareness strategies on GBV prevention, social norms transformation, and survivor support services.
- Engage men and boys as allies in GBV prevention efforts.
- Collaborate with religious and community leaders to foster local ownership and sustainable GBV prevention mechanisms.
- Plan and implement awareness campaigns and events related to GBV prevention, including International Women’s Day, 16 Days of Activism, and other advocacy initiatives.
Coordination and Stakeholder Engagement
- Establish and maintain effective coordination with relevant stakeholders, including government departments (e.g., law enforcement, health, and social welfare), UN agencies, and NGOs/INGOs, to strengthen referral pathways and integrated GBV services.
- Actively participate in inter-agency GBV working groups and protection clusters at the provincial and national levels.
- Work closely with healthcare facilities to ensure survivors receive clinical management of rape (CMR) services and psychosocial support.
- Strengthen linkages between GBV services and livelihoods, education, and social protection programs to enhance survivors’ long-term resilience.
Monitoring, Evaluation, and Learning
- Monitor and evaluate the effectiveness of GBV case management activities, using data-driven insights to improve program interventions.
- Ensure that GBV case data is collected, analyzed, and stored securely in line with ethical standards.
- Document and share success stories, challenges, and lessons learned to enhance program learning and advocacy.
- Ensure regular reporting from the social mobilization team and caseworkers.
- Collect and submit Means of Verification (MoV) documents for activities for review and feedback.
Emergency Preparedness and Response
- Lead GBV response efforts in humanitarian and emergency settings, ensuring timely integration of GBV services into crisis response strategies.
- Develop contingency plans for GBV response in displacement camps, natural disasters, and conflict-affected areas.
Key Performance Indicators (KPIs)
- Programme Deliverables: Successful implementation of planned activities within the agreed timeline.
- Financial Management: Spending rate aligned with the approved budget.
- Reporting: Timely and high-quality internal and external reporting.
- Capacity Building: Strengthened knowledge and skills of HO & district program implementation teams.
- Survivor Services Quality: Adherence to international GBV case management standards.
- Stakeholder Engagement: Effective coordination with relevant government and non-governmental stakeholders.
- Community Outreach: Number of individuals reached through GBV awareness and prevention initiatives.
Qualifications and Experience
- Advanced degree in Social Work, Gender Studies, Law, Public Health, or a related field.
- Minimum of 5 years of relevant experience in GBV program management, protection, or humanitarian response.
- Strong technical expertise in GBV case management, psychosocial support, and survivor-centered approaches.
- Demonstrated experience in capacity building, stakeholder coordination, and policy advocacy.
- Familiarity with UNHCR standards, GBVIMS (GBV Information Management System), and data protection principles.
- Excellent communication, leadership, and report-writing skills.
- Fluency in English and [local language] is required.
