I. Job Summary

The position is responsible for the management of general financial operations of the country office, including but not limited to, managing the General Ledger (GL), Sub-ledgers, preparing bank reconciliations, ensuring compliance reviews are conducted on all transactions, and provide financial analysis of accounts. The position holder will review data entry operations, act as a custodian of digitized data and the focal point of bank, manage intra-company accounts, review accounts data, remain an integral part of the “project audit preparation” team, and perform third party taxation accounting. 

The individual will review financial transactions, and provide analysis & reporting on treasury and accounts functions, and related processes. S/he is responsible for operating the accounting software, ensure proper books of accounts, in compliance and adherence to the Generally Accepted Accounting Principles (GAAP), donor regulations, and applicable local laws.

II. Job Responsibilities 

Job Responsibility #01:  Overall Financial management, Payroll Management and Compliance - % of Time:  35%

  • Supervise, update and maintain income tax, withholding taxes, provident fund and gratuity details as per the local applicable laws and CARE policies;
  • Prepare submission of all tax withholdings (payroll income tax, deduction at source) to relevant parties; 
  • Support the Finance Director in other administrative and technical components to manage financial budgeting and expenditure progress;
  • Facilitate external audits;
  • Ensure compliance with Local laws prescribed in Memorandum of Understanding with Government of Pakistan. Suggest and highlight any identified weakness in a timely manner;
  • Ensure that expenses are charged timely and appropriately to respective Fund Codes;
  • Oversee accruals functions, in accordance with GAAP and Donor regulations;
  • Ensure that no unallowable/ineligible costs are charged to any donor;
  • Oversee Personnel Activity Report (PAR) based payroll management;
  • Ensure all expenditure are properly allocated to appropriate approved Fund Codes (FC)/ Project IDs on a monthly basis;
  • Ensure integrity of monthly PAR, Annual Leave (AL) accrual, national and international salary accruals, severance benefit, special accrual accounts (catastrophic illness);
  • Ensure monthly reconciliation of AL balance for all employees;
  • Check and review partners’ financial report and supporting documents submitted by Grants Officer for completeness, accuracy and allowability before booking in the system;
  • Prepare summary for partners’ expenses and advances for tracking payable/receivable and aging report of advances for necessary action and follow up with Project team;
  • Ensure filling and maintaining documents, both physically and digitally, in a classified manner for readiness for audit and staff use;
  • Ensure timely close out of sub award agreements and related documentation including award and sub award close out checklist;
  • Ensure that payments are released within 5 days after the receipt of complete documents in Finance unit;
  • Prepare management report for variance analysis between Country Office (CO) operational budget and expenses.

Job Responsibility # 02: Accounting, Recording and Reporting - % of Time: 25%

  • Manage the accounting cycle, including the processing of accounting transactions in accordance to the general principles of accounting and CARE policies and procedures, and prepare appropriate documentation of journal entries, payment requests, and general ledger reconciliations;
  • Provide technical guidance on financial operations to field office finance staff, review reports of field and provide timely feedbacks.
  • Supervise accurate cash disbursements, collect cash receipts, on a daily basis to ensure proper accounts distribution whilst adhering to CARE’s accounting policies and procedures vis-à-vis GAAP following Fund Accounting system;
  • Review financial entries for accuracy and compliance;
  • Assist in the periodic financial closing of the accounting system;
  • Assist in monthly and year-end financial reporting;
  • Ensure reconciliation of sub-ledgers with GL before closing of any accounting month;
  • Ensure monthly intra-company billing, reconciliation and submission of reconciled report;
  • Ensure monthly preparation of bank reconciliations before closing an accounting period;
  • Assist in facilitating internal or external audits;
  • Process field office, partners and other vendors cash transfers / payments in a timely manner. 

Job Responsibility # 03: Bank and Sub-Ledger Reconciliations - % of Time:  10%

  • Ensure all bank statements are received in time from the bank in soft form;
  • Ensure timely bank reconciliations and coordinate with SSC on the same;
  • Ensure sub-ledgers are reconciled on a monthly / regular basis and any discrepancies are analyzed and reported and corrective actions taken in time. 

Job Responsibility # 04: Cash Management - % of Time:  10%

  • Perform Cash Flow Analysis of the Country Office (CO) after closing of every accounting month;  
  • Collect monthly Fund Request (Cash Projection) from the field offices / partner organizations and determine accurate fund transfer by analyzing their spending status;
  • Work with procurement to determine cash requirement of the Islamabad office for the quarter;
  • Ensure that Local Currency bank balance is kept to a minimum to avoid fluctuation loss;
  • Supervise and proactively adjust staff as well as vendor advances to reduce pressure on cash requirement as well as to avoid currency loss;
  • Manager vendor payments proactively to avoid cash crisis;
  • Supervise the country office banking operations and maintain liaison with principal bankers to ensure that CO receives better services and preferential rates while converting dollars;
  • Manage CO Sub-ledger accounts, to ensure that they are being liquidated in a timely and accurate manner each month. This includes the review and reconciliation of the sub-ledger with the trial balance and sub office PeopleSoft FGMS monthly uploads submitted to CO finance section, every month.

Job Responsibility # 05: Staff Management - % of Time: 15%

  • Supervise and support the Finance Officers and Assistant/s in the implementation of the unit functions;
  • Orient, train and coach the finance staff;
  • Review the work of direct reports and complete their annual performance evaluation identifying training needs (if any);
  • Build capacity of newly hired staff and partner staff.

Job Responsibility # 06:  Perform other duties as assigned - % of time: 5%

III. Job Specifications

Education/Training:

Required: Master’s degree in Accounting/Finance, ACA, ACCA or equivalent combination of education and work experience.

Desired: Knowledge and experience of working on a Financial software.

Experience:

Required: 7 years of relevant experience.

Desired: Experience of working with INGO/s in multiple donor funded environment.

Technical Skills: 

  • Good communication and presentation skills;
  • Well organized and ability to act in a professional and ethical manner;
  • Good skills in computer applications;
  • Firm belief in teamwork, gender equality, participatory approach and sustainable development.

Desired: Experience of PeopleSoft and/or other similar Financial softwares.

IV. Working Conditions and Level of Travel Required

The positon is based in Islamabad with 15% travel to Field Offices / partner organizations, as and when required.
