Job Title:                             MEL Officer

Responsible For:              Monitoring, Evaluation and documentation of program Learning’


Key relationships:

• Internally: Program department, Humanitarian department, Communications and Finance

• Externally: CRDO, OPAs/CBOs, various platforms and networks, international stakeholders, donors, Provincial Ministries and departments of Khyber Pakhtunkhwa and federal ministries, providers of research and consultancy services.

Key Responsibilities 

Under the supervision of the Head of Programs, the position holder is responsible for developing mechanisms which allow generating and managing reliable  data, promoting good practice learning and sharing through the organisation. S/he will help develop and improve monitoring & evaluation systems.

The position holder must fulfil the following responsibilities: 

System Development and Management

  • Develop a monitoring and evaluation framework and Plan for the program that captures quantitative and qualitative data to report on program performance indicators.
  • Support the development, implementation, monitoring and evaluation of the program work plan.
  • Develop and manage a data base for analysis and reporting on the data.
  • Monitor and analyse program progress, process, review documents and reports; identify problems and issues to be addressed and propose corrective actions; identify and track follow-up actions. Provide continuous feedback to project coordinator and project management team regarding program strategies, activities, process in the field and suggest measures for improvement
  • Conduct process monitoring and develop reports throughout the program life
  • Provide inputs, information and statistics for monthly, bi annually and annual and other reports to Project Coordinator & program Management Team;
  • Liaise with relevant stakeholders including beneficiaries, program implementation partner, government departments, MFIs, parliamentarian, media and others for collection of information. Participate in field visits and report accordingly
  • Support with planning for implementation of the activities, ensure their regular monitoring and evaluation, in terms of results and impacts.  Provide support in baseline  and end line data collection and reports;
  • Develop program and operational reporting templates that facilitate the acquisition and aggregation of information in program.
  • Facilitate and lead on documentation and reporting of assessments, program data, lessons learnt and best practices for internal and external sharing.

Capitalisation and Learning

  1. Promote an effective analysis, dissemination, information management system which allows a systematic and efficient data collection, sharing of good practices and learning, 
  2. Contribute to case studies, successful experiences, learning and good practices evaluations and documentations, 
  3. Facilitate evaluation reports and documentation of practices on inclusion, 
  4. Contribute to achievements analysis and documentation in order to demonstrate organization’s impact and to improve equity and inclusion practices,  
  5. Contribute to experience, practices and learnings sharing with stakeholders,
  6. Perform  any other task within the framework of the Country programme activities implementation
  7. Timely and accurate documentation of lessons learnt.

Experience

  • Proven experience of minimum 2 years in project/programme monitoring & evaluation, documentation of learning and good practices
  • Solid experience in data base management
  • Proven experience in analysis/programming,

Experience in rights based project/programme monitoring & evaluation,

Skills

  • Excellent data analysis skills (statistics, etc.), 
  • Excellent writing skills
  • Ability to anticipate, plan and organise team work
  • Ability to work in team and network with partners,
  • Excellent skills in computer (Word processing and data base software.)
  • Computer skills especially statistical analysis using SPSS, Ms Access, STATA, Excel, among others l language
