Project Overview and Role

At MDF, our teams work with businesses, associations and governments in Asia Pacific to help farmers and workers thrive. We use a market systems (MSD) approach to achieve long-term, lasting growth and create sustainable jobs for poor women and men. 
Women's Economic Empowerment (WEE) is central to our work on the ground, and our teams in Fiji, Timor-Leste, Papua New Guinea, Sri Lanka and Pakistan are dedicated to ensuring that our activities benefit women and girls. 
MDF is funded by the Australian Department of Foreign Affairs (DFAT). 

In Pakistan, MDF works in the livestock, horticulture and leather sectors to create more opportunities for communities and help them benefit from information on finance and nutrition. The team also works in the sustainable technology sector to improve access to and usage of water and energy.

Role:

The Deputy Country Director - Technical (DCDT) is one of the two DCD (Technical and Operations) positions in MDF Pakistan, both reporting to the Country Director. Under the guidance of the CD, the DCDT will take the lead in the Country Team's (CT) technical delivery of sector analysis, negotiations with potential partners, inclusion, results measurement, and engagement, influencing and learning events. 

The DCDT will foster a continuous learning culture, ensure coherence of MDF RM efforts across sectors and partnerships, and ensure seamless integration of inclusion strategies across program implementation, particularly the Women's Economic Empowerment (WEE) framework. The DCDT is a member of the Country Management Team, supporting the CD to maintain relations with DFAT and development partners.

Responsibilities

  • Support the development and management of a portfolio of interventions to generate pro-poor growth in a sustainable, effective, and efficient manner to meet the Facility's development objectives in the country.
  • Lead, manage and mentor the country CT to intervene in market systems (sectors and the supporting industries and services around them) in line with the Facility's systems approach to development and DCED Guidelines for Results Measurement.
  • Lead market systems analysis, and support the CT to develop a deep understanding of their functioning and identify constraints to pro-poor growth as well as opportunities to unlock this growth.
  • Contribute to sector growth strategies and ensure that all interventions and other CT activities have a clearly demonstrated link to these strategies.
  • Identify potential strategic partners in the private and public sector to trigger innovative business practices to reduce constraints to pro-poor growth in a systemic and sustainable manner, and negotiate comprehensive 'deals' with them, as the basis for interventions.
  • Utilise the Facility's near real-time results measurement system in line with the DCED guidelines for results measurement to deepen the understanding of market systems, and improve strategies and intervention design; ensure seamless integration between implementation and results measurement; lead management cycles to assess, learn and plan.
  • Develop intervention guides, results chains and measurement plans for each intervention and sector in which the Facility is active; execute those plans, applying good research practice; and analyse and use the findings.
  • Lead the Pakistan technical team, as per the MDF performance guidelines and ensuring that roles are clear, and technical direction and support is provided on a regular and proactive basis.

Requirements

Essential requirements:
  • Post graduate qualifications in development economics, business, agriculture or another relevant field(s).
  • A strong business orientation and at least three years' work experience at a senior level in an MDF Country Team.
  • Experience implementing the 'Making Markets Work for the Poor' approach or related development approach; experience implementing the DCED Guidelines for Results Measurement.
  • Proven ability to conduct economic analysis and translate the findings into pro-poor growth strategies and interventions.
  • Proven ability to negotiate, design and assess strategic, sustainable market systems development activities.
  • Strong interpersonal skills with a demonstrated capacity to constructively engage with the private and public sector, development partners, other development programs, and other similar stakeholders.
  • Excellent written and spoken English language skills, numeracy, analysis and networking skills.
  • Willingness to work in a challenging environment and to travel nationally and internationally.
  • Police Clearance Certificate is mandatory requirement
