Project Description:

The purpose of the Pakistan Agriculture Technology Transfer Project (PATTA) is to identify, support and bring to scale private sector solutions to improve agricultural productivity in Pakistan, through a four-year activity. PATTA will partner with agricultural technologies companies to commercialize product and services that can increase the productivity and competiveness of small holder farmers and mobilize private sector investment in agricultural technology. PATTA’s partnership will give small holder farmers broader access to affordable technologies to increase productivity, build resilience to climate change and reduce postharvest losses.

Background:

The agriculture extension and livestock extension are serving the farmer community of since long and technical staff of both wings of agriculture ministry was responsible for distribution of inputs such as seed fertilizer and Artificial insemination inputs, however under new policy it was transferred to the private sector. Since the inception of new policy, the distribution/supply of inputs to the farmers has become very difficult. Moreover, quality and in time delivery in reasonable price is also another problem therefore farmers were facing great difficulties in getting livestock technology inputs, resulting in low productivity. Keeping in view sensitivity of the issue agriculture department established farm service centers to provide one window operation to the farmers with some basic farm machinery and inputs. Currently these centers are not running effectively due to lack of machinery, low membership of farmers etc.

PATTA team organized GB dealer visit to five technology companies in Lahore, Punjab. During technology demonstration meetings with SSPs, dealers showed great demand of ag. technologies in GB. As a next step, PATTA will support 10 to 15 technology companies (with the facilitation ETI, AKRSP and GB dealers to organize technology demonstration session at Gilgit. This technology demonstration session will help technology companies to interact with potential demand side partners and other beneficiaries to establish business in new area as none of these companies are operating in GB.

Objectives of the Technical Assistance:

The objective of the assignment is to assist PATTA in technologies promotion and demonstrations in GB. The assignment include coordination with Economic Transformation Initiative Gigit Baltistan ETI-GB and Agha Khan Rural Support Program for mobilization of farmer clusters for demonstration activities. Demo plots follow up and sales record development and submission.

Assignment Scope:

The STTA’s tasks will include but not be limited to:

  • Coordinate with PATTA team in organization of demonstration events
  • Coordinate with facilitating partners, ETI-GB and farmer associations for technology demonstration events.
  • Assist in farmers and demand side partners traveling to demonstration event
  • Develop demonstration events report
  • Provide assistance to supply side companies in development of demonstration plots of vegetable and fodders at farmer sites.
  • Any other technical support related to assignment assign by agriculture technology officers and livestock technology officer
  • Provide follow up to agro dealers in GB for development of business linkages with Partner SSPs.

Deliverables:

The specific deliverables of STTA are;

  1. Agriculture Technology Demonstration arrangement and reporting
  2. Develop list of farmers for demonstration event in coordination with ETI-GB and AKRSP
  3. Submit attendance record of each day of demonstration event
  4. Develop and submit agriculture technology sales record in coordination with  partner DSPs.

Estimated level of effort (LOE) for the assignment:

90 working days with Approximately 15 days per month

Timing of the Assignment:

The consultant will commence working on this assignment on or about April 20th, 2019 with completion by October 15th, 2019.

Qualifications:

  • Master degree in related field
  • Requisite prior experience of working at senior level consulting assignments with USAID funded projects or agriculture department.
  • Experience in arranging events
  • Demonstrated ability to work in a team;
  • Demonstrated interpersonal and communication skills; and
  • Documented report writing skills in English;
  • Oral fluency in English
