Terms Of Reference

Introduction:

Population ageing is one of the key trends of the 21st century which has wide implications for all aspects of society. Around the world two people celebrate their 60th birthday every second. By 2050, first time in the human history, there will be more older people than children under 15.

Population ageing is happening in all regions and countries at various levels of development. Of the current 15 countries with more than 10 million older persons, seven of these are developing countries. Pakistan is one of these with an estimated population of over 15 million older women and men.

It is estimated that 7% of the total population of Pakistan is over 60 with a figure of 15 million and this figure will rise to 45 million by 2050. Sindh is the second most populous province in Pakistan with an estimated population of 47.9 million. It is estimated that there are more than 3.5 million older women and men over the age of 60 living in the province.

Different countries around the world are developing legislations for protection of rights of Older People. The legislation process has also been initiated in Pakistan and approval of the Sindh Senior Citizens Welfare Act is one of the key milestones achieved by the provincial government of Sindh in 2016.

Department of Social Welfare, Government of Sindh is responsible for implementation of this act. HelpAge International in Pakistan with the support from the Federal Ministry of Economic Cooperation and Development (BMZ), Germany and HelpAge Germany has launched a 3-year long project in Sindh for promotion of the rights of older people.

The objective of this project is to facilitate implementation and monitoring of the Sindh Senior Citizens Welfare Act in the Province. The relevant government ministries and departments will be provided with technical assistance to set up the appropriate mechanisms to implement and monitor the Act.

Government departments annually develop and submit different proposals to be part of the annual development program, and funds gets allocated accordingly. The Department of Social Welfare has expressed a need to build its capacity in conceptualizing and designing age friendly programmes and activities.

Scope of the consultancy: Training of Government officials

We are now looking to hire services of a consultancy firm or individuals to conduct 3 days training of 20-25 government officials in ageing issues and how to develop proposals for welfare of the older women and men.

Expectation from the consultant

  • Must have good understanding of the annual development program, allocation of funds and other programs of the government.
  • Good understanding of ageing issues and has some experience in similar assignments.
  • Develop a customized manual for the training
  • Work in close coordination with HelpAge International to develop the manual and agenda of the training.
  • Conduct 3 days training of 20-25 government officials in Karachi.
  • Participants of the training develop an action for proposal development.

  • Training Manual
  • Session plan
  • Training Report
  • Participants’ agreed action plan.

Expectation from HelpAge International

  • Overall coordination and supervision of the assignment.
  • Provide the required information that the consultant may need for developing training material.

Time Frame

  • All activities must be completed within one month after signing the contract.
