Seeking Technical Experts for the Anticipated Task Orders Under USAID Pakistan Capacity Development Services (PCDS) - IDIQ

Chemonics is seeking professionals for the anticipated task orders under the United States Agency for International Development (USAID) Pakistan Capacity Development Services (PCDS) Indefinite Delivery Indefinite Quantity (IDIQ) contract. PCDS task orders will provide services and technical support to USAID’s local partners, including key civilian government, non-government, and private sector institutions. The main objective of PCDS is to support local entities in strengthening their institutional capacity and systems to manage USAID funds. We are looking for individuals who have a passion for making a difference in the lives of people in Pakistan and around the world.

We are seeking specialist in the following areas:

Financial Management Specialist

  • Ensures that budget analysis and financial reporting requirements by the Projects as well as local partners are met as per USAID requirements.
  • Reviews transactions and documentation prepared by the project before submission to USAID
  • Assists in project management functions in terms of budgeting, payment verification, accounting and reporting
  • Review existing manuals/procedures and propose changes/amendments based on USAID requirements

Capacity Building Specialist

  • Provides technical guidance on all aspects of capacity building to the implementing partner, Mission and other stakeholders with a focus on Public Financial Management and Effective Governance.
  • Assumes a lead role at various stages of capacity building project/program as directed.
  • Performs consulting activities to assist clients especially those receiving USAID funds in activities such as strategic planning, developing process improvements, performing facilitation services, conducting surveys and improving an organization’s results.

Training Specialist

Provides  analysis,  advice  and  or  implementation  assistance  on  training  strategies,  delivery  and  facilitation  of  training, organizational training capacity, and management of training activities. Also advises on evaluation of training

Subject Matter Expert – Public Health Services

Provides subject matter expertise as necessary to suit public health capacity building initiatives. Provides sector-specific advice to public health institutions including business and action planning, performance measures and indicators, organizational assessments, sector and/or industry assessments, and process and productivity improvement.

Subject Matter Expert – Disaster Recovery Management

Provides subject matter expertise as necessary to suit disaster recovery management capacity building initiatives. Provides sector-specific advice to disaster recovery management institutions including business and action planning, performance measures and indicators, organizational assessments, sector and/or industry assessments, and process and productivity improvement.

Public Financial Management (PFM) Expert

  • Carry out financial risk profiling of all activities undertaken by the organization and devising appropriate controls and procedures to mitigate those risks;
  • Develop and evaluate existing internal controls and financial processes, on periodic basis, in order to increase operational efficiency, enhance internal controls and provide improved information to management;
  • Follow the forms and formats for recording and reporting of financial matters with respect to reporting to USAID;
  • Review and authorize forms and primary accounting records of the organization and Line Departments implementing USAID funded projects on periodic and need basis, as per the authorized delegation of financial powers;
  • Review disbursement requests raised by line departments and recommending funds disbursements;
  • Provide assistance in financial evaluation of various schemes and projects, being implemented through Government with USAID funds and apprising management of the potential risks;
  • Prepare and finalize periodic financial close and generation of financial statements as required by the USAID;
  • Provide assistance to management in developing proposals for USAID;
  • Prepare budgets for program and administrative activities on receipt of data from Planning Section.
  • Maintain appropriate controls on utilization of approved budgets;
  • Treasury management (cash management on day to day basis);
  • Assist internal auditors for conduction of internal audits;
  • Liaise with external audit;
  • Ensure a mechanism for continuous professional development of accounting and finance staff
  • Collect, edit and provide material to MIS section for the website in respect of finance functions of respective organization.

IT/Database Manager

Major functions to performed by the MIS Specialist may include updation of existing design of information system and strengthening IT functions in Government. Key functions may include:

  • Maintain e-office environment in respective organization
  • Provide efficient and effective IT systems to create a dependable e-environment
  • Disseminate briefs, progress reports, monthly data sheet for wider sharing and usability
  • Establish web interface for the organization for sharing its activities
  • Monitor and administer DBMS security by adding and removing users, administering quotas, auditing, and checking for security breaches.
  • Analyze the data stored in the database and make recommendations relating to performance and efficiency of that data storage.
  • Develop database-design and address the issues faced in the development of the database.
  • Network administration
  • Proactively monitor the network for optimum performance and capacity constraints.

Position Qualifications:

  • Minimum of Master’s degree in relevant technical area. For Financial Management Specialist and PFM Specialist positions, CA, CPA, ACCA, CFA Charter holder, Fellow PIPA having at least 10-15 years of experience in Public Accounting/Auditing will be strongly preferred
  • 5-10 years of relevant work experience in area of specified technical expertise
  • Proven managerial/supervisory experience (for some positions)
  • Strong writing, oral, and interpersonal skills
  • Experience with USAID and other donor projects preferred
  • Experience of working with the provincial government and understanding of Government systems, private sector, and international donors in Pakistan
  • Experience in Organizational Strengthening; including experience designing programs with Organizational Strengthening focus plus conducting Organizational Strengthening analyses (mapping)
  • Demonstrated understanding of and experience working with program teams in challenging and multicultural settings
  • Demonstrated leadership, versatility, and integrity
  • Proficiency in English required; proficiency in Urdu strongly preferred
