CARE International in Pakistan (CIP) seeks a Director, Finance and Administration for the anticipated 3-5 years USAID-funded Women’s Economic Empowerment and Transformation (WEET) project. WEET will help women in target geographic areas (FATA/KP, Northern Sindh, South Punjab, and potentially Baluchistan) to earn higher incomes and work in an environment increasingly free of violence and more conducive to their labor. 

It will provide new skills, access to resources, and linkages with markets to women in the informal economy, including home-based workers and unprotected piece-rate workers. The activity will conduct a survey of women-dominated micro-industries in each geographic area and tailor assistance appropriately to each context and will also explore non-traditional sectors with potential for increased participation by women. There will be a special focus on working with men and boys to change attitudes towards women’s participation in the labor force, their position at home, in the community and at large in society, and the acceptability of Gender Based Violence.

The activity will also engage local communities to expand the space for women’s economic labor and social participation.  It will create local networks of women workers and build their capacity to mentor others as well as identify and advocate solutions to barriers to social and economic empowerment. WEET will connect local networks to various stakeholders, including labor unions, employers’ associations, micro-finance institutions, and local elected representatives to build support for solutions to these obstacles.  

USAID/Pakistan intends to issue one Award for the provision of these services, with a period of performance for three to five years.

The Director Finance and Administration will play a lead role in the development and implementation of comprehensive finance and management policies and procedures for the project, directly supervising finance and administrative staff, and providing oversight of all operational activities. S/he should possess experience in preparing budgets, annual accounts, fund management, taxation and financial analysis under donor rules and regulations. Experience of working with USAID projects will be highly preferred.

Responsibilities include:

  • Develop and implement key management systems that will support project planning, reporting, and performance management, financial management, property and technical procurement systems, and personnel management of the Project;
  • Oversee Project operations team, including oversight of project subcontracts, logistics, office management (procurement and use of supplies, equipment and services), and project vehicle use, ensuring compliance with donor regulation and company policies;
  • Oversee financial management of the project, including strict adherence to CARE policies and procedures, donor rules and regulations, and Pakistani laws;
  • Review internal financial control systems to ensure that appropriate mechanisms, procedures, and systems are in place. Ensure proper safeguards of funds and compliance with established donor and CARE financial and accounting procedures;
  • Coordinate Project procurements in full compliance with applicable donor rules and regulations and CARE’s internal policies and procedures, including but not limited to, ensuring and documenting vendor competition, ensuring timely payments, and drafting subcontracts;
  • Ensure that key management systems are properly used and periodically reconciled;
  • Oversee travel arrangements and ensure they are in accordance with donor and CARE travel requirements;
  • Ensure management of project assets including inventory, vehicles and files;
  • Design, develop and implement both long-term strategy and implementation systems for Finance, Accounting & Admin;
  • Develop and implement financial plans, strategic information systems and accounting and control frameworks;
  • Lead and coordinate the annual planning and budgeting exercises. Prepare briefs as needed on the financial performance for presentation to other team members;
  • Keep abreast of changes in legislation, rules and regulations in order to inform the company and prepare information about their financial implications and how to mitigate those;
  • Understand and manage key elements of the company's risk profile;
  • Monitor all open legal issues involving the company, and the industry;

Key Qualifications:

  • Must possess a Master’s degree; preference will be given to Certified Public Accountants/Certified Management Accountants and to master’s degree holders in finance/business administration;
  • 10–15 years of management and financial leadership experience;
  • Demonstrated experience in financial management and accounting, preferably in the non-for-profit sector and donor projects;
  • Experience should include legal, audit, compliance, budget, and resource development;
  • Ability to influence and inspire other senior managers in the company;
  • Excellent national and international networking skills;
  • Excellent writing and presentation skills;
  • Strong command of oral and written English, and strong working knowledge of Urdu;
  • Knowledge of USAID policies, procedures, regulations, and reporting requirements will be preferred.
  • Experience of working in a leadership role in a INGO operating in a complex environment like Pakistan.

Working Conditions and Level of Travel Required

The positon will be based in Islamabad with travel to Field Offices / partner organizations, as and when required.
