CARE International in Pakistan (CIP) seeks a MEAL Manager for the anticipated 3-5 years USAID-funded Women’s Economic Empowerment and Transformation (WEET) project. WEET will help women in target geographic areas (FATA/KP, Northern Sindh, South Punjab, and potentially Baluchistan) to earn higher incomes and work in an environment increasingly free of violence and more conducive to their labor. 

It will provide new skills, access to resources, and linkages with markets to women in the informal economy, including home-based workers and unprotected piece-rate workers. The activity will conduct a survey of women-dominated micro-industries in each geographic area and tailor assistance appropriately to each context and will also explore non-traditional sectors with potential for increased participation by women. There will be a special focus on working with men and boys to change attitudes towards women’s participation in the labor force, their position at home, in the community and at large in society, and the acceptability of Gender Based Violence.

The activity will also engage local communities to expand the space for women’s economic labor and social participation.  It will create local networks of women workers and build their capacity to mentor others as well as identify and advocate solutions to barriers to social and economic empowerment. WEET will connect local networks to various stakeholders, including labor unions, employers’ associations, micro-finance institutions, and local elected representatives to build support for solutions to these obstacles.  

USAID/Pakistan intends to issue one Award for the provision of these services, with a period of performance for three to five years.

As directed by the Chief of Party or his/her designee, the MEAL Manager will be responsible for implementing and coordinating the project M&E system. S/he will work with technical staff to develop performance monitoring indicators and implement databases and spreadsheets for M&E data collection. He/she will train staff and selected partners on M&E system operations, and collate databases from technical staff and partners to update the system and perform analyses. The MEAL Manager will be responsible for the performance monitoring plan and also supervise third party impact assessments, lessons learned, and successes during implementation of the Project. 

Responsibilities include:

  • Lead the development, updating and implementation of the Project’s Performance Management Plan (PMP);
  • Lead the implementation of Project M&E System utilizing clearly defined objectives, activities, indicators, and results for each component in the implementation period;
  • Take lead in continual gathering of staff input and donor recommendations regarding project benchmarks and indicators;
  • Develop and implement appropriate and innovative monitoring and evaluation tools, reporting guidelines for new project activates with an aim to improve the M&E system of the Project;
  • Write SoWs, ToRs and concept papers for different M&E studies, surveys, assessments, evaluations and other relevant studies;
  • Review the project indicators, including agreed targets and aggressive time-frames for achieving them;
  • Develop systems to monitor the provision of project inputs grants and training activities and the beneficiaries receiving these products and services;
  • Conduct data quality assessments & data audits to ensure that the collected data is accurate and maintain the integrity of the project;
  • Conduct beneficiaries’ interviews, focus group discussions and verification visits to the project sites as and when needed;
  • Update the USAID Pak-Info database requirements;
  • Supervise the usage of the electronic workplan in satellite and other partner offices through on-site meetings as needed;
  • Design and produce M&E tools for training M&E and other project staff.
  • Train the partner and sub-contractors staff on the use of reporting and M&E tools.
  • Coordinate with component and technical leads, filed office and partner staff, as necessary, to perform M&E duties including providing guidance on priority areas for attention/action;
  • Help understand the program and partners specifically on Gender and Governance, particularly in the areas of objective hierarchy, advocacy indicators, and monitoring mechanisms;
  • Assist the MEAL and reporting staff in synthesizing accurate information in monthly, interim, and end project reports and output tracker;
  • Monitor the performance of partner NGOs on a continuous basis, assessing the quality of work, targeting of beneficiaries, and general progress.
  • Ensure that partner organizations have effective Complaint Response Mechanism in place and roll it out from inception stage of the project;
  • Review monitoring reports, analyze them for impact evaluation, and identify the causes of potential bottlenecks in project implementation;
  • Plan for regular opportunities to identify lessons learned and implications for the project’s next steps; participate in these events when possible;
  • Develop a mechanism whereby monitoring feedback is owned by the technical leads and ensure that learning is being incorporated into program implementation cycle;
  • Set up and maintain a common electronic and hard copy system for access to key documents such as MEAL tools, tracking and reporting forms, monitoring reports, proposals, donor requirements and reports, evaluations, other program information, and other necessary documents against immediate outputs of projects.
  • Submit M&E annual reports on PIIRS (data management on reach and impact) to CARE USA;
  • Organize Learning Workshops that brings together internal and external stakeholders.

Key Qualifications:

  • Must possess a Master’s degree; preference will be given to degree holders in economics, sociology, development studies or other relevant discipline;
  • 8-10 years’ experience performing similar activities listed above for international organizations, preferably with USAID projects;
  • Familiarity with USAID Monitoring and Evaluation protocols;
  • Demonstrated experience of managing automated information management systems/ management information system and other M&E related database application;
  • Demonstrated experience in research, and monitoring and evaluation of economic development programs;
  • Proficiency of working on data analysis applications;
  • Strong computer literacy skills required in word processing, spreadsheets, presentations, web browsers, and email;
  • Excellent communications and writing ability;
  • Fluency in English required; Urdu and other Pakistani languages preferred.

Working Conditions and Level of Travel Required

The positon will be based in Islamabad with frequent travel to Field Offices / partner organizations, as and when required.
