About the Project:

PATTA is a United States Agency for International Development (USAID) funded 4-year project currently in its second year of implementation. PATTA was designed to respond to some of the leading causes of Pakistan’s agriculture falling short of its potential – namely outdated and ineffective technologies. Improved technologies that are affordable, impactful, and safe have not yet penetrated the country’s vast smallholder market. Because of this, smallholder farmers in Pakistan use outdated and less effective technologies, leading to stagnant or dwindling productivity and returns, particularly in the horticulture and livestock sub-sectors. PATTA is addressing these issues by bringing to scale private sector solutions to improve agricultural productivity in Pakistan. Specifically, PATTA is partnering with agricultural technology companies to commercialize products and services with the potential to increase the productivity and competitiveness of smallholder farmers while mobilizing private sector investment in agricultural technology. PATTA’s partnership will provide smallholder farmers with broader access to affordable technologies to increase productivity, build resilience to climate change and reduce postharvest losses. In so doing, PATTA expects to achieve the following results:

  • Increase smallholder farmers access to affordable, appropriate and effective agricultural technologies;
  • Enable agricultural technology-related businesses to expand and adapt their products and services to meet smallholders needs;
  • Scale up the adoption and use of agricultural technologies.

Position Description:

Working under the direct supervision of the Chief of Party (COP), the Deputy Chief of Party (DCOP) will perform his/her assignments to ensure the smooth functioning of programmatic, operational and compliance functions. The DCOP will be responsible for supporting the COP with program, financial and operational oversight. The DCOP will directly manage PATTA Human Resources (HR) and programmatic activities and will also be responsible for overseeing project areas related to administration, accounting, procurement, local and international consultant assignments, security, and Monitoring, Evaluation and Learning unit.

Major Duties and Responsibilities:

PATTA requires frequent coordination with USAID, Supply Side Partners, Demand Side Partners, facilitating partners, and government and semi-government organizations to fulfill host country compliance requirements. The DCOP is expected to work with the COP in guiding PATTA program and operations staff in daily activities, and should specifically be able to excel in the following roles:

Management Role:

  • Supervise and manage the Agricultural Technology Unit (i.e. Agricultural Technology Director, Crops and Livestock Technician, Officers, and Short-Term Technical Assistance Consultants(STTAs));
  • Supervise and manage the Finance and Compliance Unit (i.e. Finance and Compliance Manager, Accountant, HR and Administrative Officer, Safety, Security and Logistics Manager, Drivers, and STTAs);
  • Supervise and manage the MEL Unit (i.e. MEL Director, the M&E Officer and other STTAs;
  • Supervise and manage staff associated with the project’s crosscutting activities (i.e. Gender Integration Officer, Social and Behavior Change Communication Officer and Project Communication Officer);
  • Identify issues in program implementation and actively coordinate with the COP to address and mitigate programmatic challenges as they arise;
  • Conduct field trips related to project monitoring and special assignments as advised from time to time by the COP.

Coordination Role:

  • Ensure compliance with all USAID, CNFA, and federal and local Government reporting requirements;
  • Serve as a liaison between PATTA technical units to ensure intra-unit coordination is achieved during the implementation of program activities;
  • Oversee and lead the coordination between the operation teams and the Finance and Compliance Units;  
  • Assist the COP in cycle management;
  • Ensure programmatic and operational support to PATTA teams, maximizing their ability to produce results and achieve sustainable impact;
  • Ensure that activities related to accounting, procurement, personnel files, and international consultant logistics are well-coordinated;
  • Review all reports to ensure they are on-target, impactful and professional, including marketing/communication materials transmitted to USAID.

Representative Role:

  • Serve as acting COP when delegated in the absence of COP;
  • Serve as the direct liaison with USAID for the smooth implementation of the project in the absence of the COP;
  • Support the COP in all Country Representative duties;
  • Other duties as required or assigned by the COP

Minimum / Required Qualifications and Experience:

Open only to Pakistani nationals.

Master’s degree or MBA in a relevant discipline (i.e. Business Administration, Project Management, Agricultural Economics, or Financial Management) from a recognized university.

At least 10 or more years of experience working with donor-funded projects, with a mandatory 5 years of experience working with USAID-funded projects and managing multiple contracts and agreements.

Proven track record of managing personnel implementing both programmatic and operational activities in the field. Good experience liaising with and acting as an organizational representative to high-level officials and stakeholders

This position will require countrywide frequent travel.
