Senior Expert (Short Term): IT Needs Assessment of the Provincial Assemblies

 

Project Background and Objectives

The SUBAI project purpose is to advance the functioning of Pakistan Parliamentary Institutions, in particular Pakistan Provincial Assemblies (PAs) and Legislative Assemblies (LAs), through effective legislation, strengthened policy and budget, oversight and enhanced representation.

The project has the following three Result areas to be achieved:

Result 1 – Strengthened Institutional development process and frameworks of Provincial Assemblies and better equipped elected representatives, selected committees and other parliamentary bodies.

Result 2 – Strengthened Assemblies’ Secretariats at provincial level.

Result 3 – Improved transparency and accessibility of Provincial Assemblies.

The main focus of the programme is the Pakistan four Provincial and two Legislative Assemblies. Hence, the activities will be carried out in the four provincial capitals (Karachi, Lahore, Peshawar and Quetta) and two states (Azad Jammu and Kashmir and Gilgit Baltistan).

Target groups

       Members of Provincial and Legislative Assemblies  

       Secretariats of Provincial and Legislative Assemblies

       Committees and other established Parliamentary bodies and their staff, as appropriate.

       Pakistani Institute for Parliamentary Services (PIPS)

       Media outlets/journalists.

       Lawyers' fora, bar associations, researchers, civil society organisations, think-tanks, Academic institutions and others

Assignment Background

SUBAI Pakistan will wrap up by end of October 2019. The European Union Delegation in Pakistan is hopeful that the next parliamentary assistance project will be in place around that time and which will have part of its funds set apart for the equipment needs for digitization of the Provincial Assemblies of Balochistan, Khyber Pakhtunkhwa, Punjab and Sindh. Having worked with the Provincial Assemblies for 3 years, SUBAI is in the best position to assess their IT needs making sure that the upcoming EU project can start fulfilling equipment needs of the PAs in the first phase of its implementation. SUBAI Pakistan is therefore required to conduct a detailed needs assessment study for digitization of the Provincial Assemblies of Punjab, Balochistan, Khyber Pakhtunkhwa and Sindh and handover the report to EUD Pakistan. For the purpose, the project seeks the services of a senior short-term technical expert to conduct needs assessment study of the four Provincial Assemblies and prepare a detailed report listing equipment needs of individual Houses.

Objectives

The overall objective of the consultancy is to assess IT equipment needs for digitization of the four Provincial Assemblies.

 

 

Specific Tasks

The expert will conduct a detailed IT capacity and needs assessment study of the Provincial Assemblies. The Assignment includes, but not limited to, the following:

       Prepare an assessment plan in consultation with Team Leader SUBAI and other team members;

       Prepare and share a questionnaire and outline of the Assessment Report and share these for review and approval by SUBAI Team Leader;

       Consult Assembly and Secretariat Leaderships (Speakers/deputy Speakers and Senior Secretariat Officials of Assemblies) on establishing a feasible benchmark of IT capacity goals for each individual Assemblies and what is needed to achieve that benchmark; 

       Based on these consultations and prepare a written report, listing equipment needs of individual Assemblies and identifying what would be feasible to achieve that benchmark;

       The IT capacity and needs assessment should be based on what feasible assistance could be provided in the near term to bring the equipment up to that benchmark, or beyond, according to the needs and capacity of each Assembly;

       Share the draft report with SUBAI Team Leader and PAs for review and feedback;

       Revise and finalize the IT capacity and needs assessment report and submit it to SUBAI Team Leader;

       Prepare a power point presentation based on findings of the assessment report;

       The role requires travel to Quetta, Peshawar, Lahore and Karachi for consultation with Assembly and Secretariat Leaderships of PAs; and,

       Other related tasks as assigned by the Team Leader.

Reporting

The STTA will report to the SUBAI Team Leader and work in close coordination with other team members of the project.
