Chemonics seeks a Monitoring and Evaluation (M&E) Advisor for the anticipated Department for International Development (DFID) Data, Accountability, Innovation and Research in Education (DAIRE) project in Islamabad, Pakistan. The project has an estimated value of £30M. DAIRE will support strengthening Pakistan’s education data management system at the federal level through collection, analysis and reporting of data, improve learning assessments and establish partnerships for further research and innovation. The DAIRE project is part of a larger DFID Pakistan New Education Portfolio anticipated starting 2020 through 2025 which is projected to also encompass three provincial level programs.

The M&E Advisor will serve as a technical expert on context-specific implications and considerations for M&E  in support of DAIRE achieving greater project impact within the education sector. S/he will perform analysis and ensure findings are adequately integrated into project implementation and adaptation. S/he will collaborate with technical specialists to develop M&E plans and targets and recommend improvements to address the needs of the project. As a technical expert, s/he may represent the DAIRE project to DFID and other donor agencies, Government of Pakistan ministries and officials, other development partners, and civil society groups and serve as a technical advisor to the Team Lead, other technical and support Leads across the project, and partners. Responsibilities include:

  • Provide technical guidance and support on data collection, analysis and reporting to improve policy making, planning and resource allocation specific to project needs
  • Develop and manage a monitoring and evaluation system across all project components that leverages qualitative and quantitative methods, and draws from a variety of data sources to measure progress and evaluate impact, as well as support collaboration, learning, and adaptation
  • Produce M&E periodic and annual reports for internal and external review
  • Regularly review indicators and develop annual performance management plans
  • Communicate information obtained through M&E activities to project leadership, various external stakeholders, notably donors and partners to enable informed decision-making
  • Other relevant responsibilities as assigned

Qualifications:

  • Minimum of a Master’s degree or its equivalent in a relevant area with 5 years of relevant experience, or alternatively, a Bachelor’s degree with 8 years of relevant experience
  • Demonstrable experience in the field of data management, data collection, data analysis, and reporting
  • Experience in conducting surveys and performing assessments
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance management plans and learning activities 
  • Knowledge of the major evaluation methodologies and data collection and analysis methodologies
  • Experience with education management information systems and/or education systems strengthening preferred
  • Experience with monitoring, learning and data use on primary and secondary education initiatives strongly preferred
  • Knowledge of Pakistan’s education systems strongly preferred
  • Strong representation skills with government, donor organizations and non-government stakeholders
  • Strong bilingual communication skills, including both written and oral, in English and Urdu
  • Ability to communicate effectively in a cross-cultural environment
  • Experience working on donor-funded projects preferred
  • Excellent organizational and prioritization skills
  • Demonstrated leadership, versatility, and integrity
  • Ability to travel occasionally within Pakistan
