Position Objectives:

Pakistan Red Crescent Society aims to strengthen their culture of safety for staff and volunteers by developing Safety and Security Regulations to be applied at all levels and in all locations. This position will be the focal point for the development of a culture of safety and security in PRCS.

The successful candidate will be responsible for coordinating security risk assessments in all operational areas, creating and regularly updating Safety and Security Regulations for PRCS, developing trainings for rolling out of the security Regulations, liaising with relevant stakeholders to ensure PRCS is adequately informed when working in higher risk areas, supervising other safety and security-related staff at Provincial level, development of critical incident management capacities and protocols in PRCS and coordinating with RCRC partner focal points on a continuous basis.

Specific Duties, Responsibilities, and Accountabilities

  • To perform duties as Safety and Security Focal Person for Pakistan Red Crescent Society .
  • Work closely with IFRC and ICRC Security Focal Persons and act as Counterpart from PRCS on all Security related matters.
  • Liaise with Pakistan Law Enforcement Agencies and lobby for RCRC Movement vehicles and personnel to not have armed escort when on field visits because it’s against our principle of neutrality.
  • Develop and maintain constant liaison and coordination with Government Security Agencies, Ministry of Interior, Police FATA Secretariat and District Authorities to obtain security related information.
  • Develop and maintain close coordination with KPK Home Department, FATA Secretariat, FDMA, Frontier Constabulary and Political Agents offices to facilitate operations in FATA Branch and operations.
  • Develop and maintain constant liaison of Security Focal Persons of other Humanitarian Organizations (ICRC, UN, INGOs) for information sharing and coordination.
  • Actively participate on a regular basis in Security meetings organized by Pakistan Humanitarian Forum and UNDSS.
  • Using IFRC tools and best practices, develop a modular video based system that can be used to involve all active PRCS provincial and district branches in conducting a safety and security assessment.
  • Using IFRC tools and best practices, develop a modular video based system that can be used to involve all active PRCS Provincial and District Branches in developing mitigation measures to reduce risk from perceived threats.
  • Based on the data collected from PRCS NHQ, PHQ’s and District Branches, establish an effective Security Framework for Pakistan Red Crescent Society staff, premises and operations encompassing both NHQ and Provincial levels
  • Develop, review and update Safety and Security Regulations including Standard Operating Procedures (SOPs), Field Movement Control and Access Control measures for PRCS Staff at PRCS NHQ and at provincial levels. 
  • Develop Critical Incident Management Procedures, based on IFRC best practices and develop other safety and security contingency plans for PRCS staff and operations at both NHQ and PHQ levels.
  • In case of emergencies and scale up of operations, ensure security measures and structures remain in place and security Regulations are both updated and followed.
  • Ensure the ratification of the Safety and Security regulations including related annexes by the PRCS Governing Board.
  • Based on the Safety and Security framework approved by PRCS Governing Board, develop modular training sessions, including PowerPoint presentations, videos and IEC material related to Safety and Security awareness.
  • Conduct a ToT with PRCS master trainers in NHQ and the respective PHQ’s so they can conduct the Safety and Security awareness sessions.
  • Maintain a system of reporting on security awareness sessions that are conducted both in NHQ and in the PHQ’s.
  • Responsible for supervision and management of all ‘security staff’ at a Provincial Level.
  • Ensure that all PRCS staff adheres to safety and security Regulations and that any infringements are addressed with disciplinary measures.
  • Monitor outsourced guarding services at PRCS NHQ along with IFRC Security Focal Person.
  • Ensure Fire Emergency Equipment is installed, functional and tested on a regular basis at PRCS NHQ and PHQ premises. 
  • Ensure adequate security measures are in place for visiting delegations from different Partner National Societies.

  • Conduct periodic visits of PRCS NHQ warehouses at different locations.
  • Ensure Fire Emergency Procedures are in place and known to all staff for all PRCS premises.
  • Ensure CC TV Network at PRCS NHQ remains operational and effective.

  • Constantly monitor and analyze the security situation of the country and compile regular reports for senior management of PRCS.
  • Support IFRC and PNS’s in carrying out safety and security assessments of current and new operational areas of PRCS and establish coordination mechanisms with relevant Government authorities.  
  • Monitor Radio Room operations at PRCS NHQ and work towards making the PRCS Radio Room more effective.
  • Any other duty assigned by the PRCS Senior Management.

Duties applicable to all staff

  • Actively work towards the achievement of the PRCS goals.
  • Abide by and work in accordance with Red Cross and Red Crescent principles.
  • Perform any other work related duties and responsibilities that may be assigned by the PRCS Management.

Education

  • Masters / 16 years education in Social Sciences/Management or related field from HEC recognized Institution/ University.

Experience

  • 05 years professional working experience with  Humanitarian / Rescue & Relief   Organization in a Safety and Security Management position.
  • Experience in I/NGO-Pakistan military relations and demonstrable experience in mediation between the parties.
  • Advanced experience in safety and security training planning and facilitation.
  • Experience in developing high-level organizational safety and security frameworks and regulations, audit/ accounts. Liaison with Law Enforcement Agencies (LEAs)

Skills/Knowledge

  • Good grasp of the contextual security situation in Pakistan and the difference in local safety & security focus areas.
  • Work towards the achievement of PRCS Vision and long term objectives.
  • Good Command over the Microsoft Office (word, excel & power point).
  • Excellent verbal & written  English Skills
