Program Description
|
Continuing on HI skills and experience, knowing gaps and needs in Pakistan and based on evaluation of more than 30 years delivering development projects in Pakistan Handicap International Pakistan has developed the 5-year Country Program Framework in 2016. The operational framework integrates and incorporates inclusive approaches focusing on the following five pillars:
ü Inclusive education (educational system is more inclusive for boys and girls and young women with disabilities)
ü Health and prevention (prevention and mitigation measures to effectively reduce risks and/or impact of impairments)
ü Relief and Inclusive Disaster Risk Management
ü Technical assistance to Pakistan Government and International Organizations, I/NGOs, CSOs etc., to ensure disability mainstreaming
ü Gender and women empowerment
Responding to the above Country Operational Strategy, HI Pakistan is presently implementing following 4 projects:
- “Growing Together” project, funded by IKEA Foundation, focusing on early childhood development for children with disabilities and other vulnerable children in Peshawar and Nowshera, KP
- Empowering Women with Disabilities is a UN Women funded project focusing on the social and economic empowerment of the women with disabilities. HI is implementing this project at Islamabad capital territory (ICT), Peshawar, Nowshera and Karachi.
- Provision of Integrated and Inclusive Health Assistance to Afghan Refugees, funded by ECHO, is serving the primary health needs of Afghan refugees in KP.
- 4. Women Integrated Sexual and Reproductive Health (WISH), funded by UKAID, a multi-country consortium-based project, wherein HI is ensuring technical backstopping and capacity building by incorporating its expertise in inclusion and disability to ensure inclusion and that persons with disability specifically women can access SRH/FP services in Pakistan.

Assignment Summary
|
HI is seeking a qualified and professional consultant who will support HI with fundraising actions in Pakistan.
This is a multi-dimensional role that requires multi-tasking across a wide range of responsibilities in support of program development, in accordance with the Program’s 5 Year Strategy.
S/he is expected to bring on board innovative and creative approaches in program development, enabling HI Pakistan to differentiate itself in Pakistan’s humanitarian and development market. S/he also ensures that HI values and crosscutting issues such as inclusion, protection, gender, etc. are clearly defined in all HI’s projects.
S/he manages, in collaboration with the Operations and Technical Departments, the innovation component and technical crosscutting activities. S/he ensures that HI technical policies, methods and approaches are included in design of each project in Pakistan.

Key Objectives of Assignment
|
ü Mapping and Anticipation of Funding Opportunities
ü Identification of new innovative and creative ideas and testing their implementation throughout HI program and/or projects; carrying out needs assessments and data collection for proposal writing
ü Projects Development: concept notes & proposal writing, including the development of: logical frameworks, monitoring plan, technical approach narrative, planning, staffing and budgeting
ü Development of multi-year, multi-donor, partnerships based, Funding Plan aligned with HI’s 5 Year Country Operational Strategy

Methodology
|
Deskwork: Review of organization global and county strategies, on-going projects, key technical and safeguarding polices and strategies.
ü Review of existing donor mapping document
ü Review of existing donor sheets, concept notes (covering both development and humanitarian needs)
ü Close coordination and collaboration particularly with Program director, Ops co. Addition to this, meetings with project managers and technical department and support services on need basis.
ü Close liaising and coordination with HQ technical advisers while developing concept notes and proposals.

Main Tasks for the consultant
|
Consultant will closely work with program director and operations coordinator.
ü Finalization of assignment objectives, work plan, and key deliverables in consultation with program director during first week of assignment.
ü Consultant will prepare precise resource mobilization strategy including donor mapping and potential funding opportunities based on organization country strategy.
ü Relation building with potential donors and present innovative concepts for resource mobilization.
ü Develop quality concept notes and proposals against funding opportunities. Current projects could provide solid foundation for new funding/ continuity.
ü Refine the existing donor sheets and concept notes (already developed based on country strategy).
ü Consultant will monitor the funding opportunities and share with program director for decision.

Skill and Qualification
|
Consultants will be chosen based on the following criteria:
ü University degree preferably business development, communications or development-related studies
ü 5 years of professional experience in similar consultancies/ assignments
ü Sensitivity towards persons with disabilities and other vulnerable groups
ü Fluency in English (writing and speaking)
