Relevant Experience:

 At least 20 years’ national & international experience in the socio-economic development sector.

  • Have specialized functional practice in the area of Strategy, restructuring and economic analysis. Consultant must carried-out at least five (5) Strategic/Business Planning exercises for high-end corporate/multinational organization globally.

  • A thorough understanding of Pakistan’s political economy and opportunities/challenges facing the development sector in the Country/international trends.

Job Description:

Scope of the Assignment:

In light of the above, services of an individual consultant will be hired for the following key tasks:

  1. PPAF Strategic Planning:

For the strategic planning we would like to focus on the following:

  1. Long-term vision of PPAF given global trends (climate disaster, right-wing politics, FATF etc.), trends in Pakistan based on economic, social and political realities and donor environment. What we have in terms of our goals for 2030 and any realignment required.

  2. PPAF strategy for next five years keeping in mind PPAF’s Results Framework 2030 and the changes at national, provincial and local levels, changes in PPAF’s locus (new alignment with PASS Division etc.)

  3. Review of PPAF’s partnerships and development of a good practice note on PPAF’s engagement with civil society given FATF and other constraints

  4. Review of PPAF’s donor engagement and donor strategy for next five years given new/shifting donor priorities.

  5. Review PPAF’s pool of own resources for which we require a policy and long-term vision.

  6. The nature and ambit of monitoring (activity, financial, outcome, process) in next 5 years

  7. The nature and ambit of communications and all forms of media (esp. social media)

  8. Extent and focus on Innovations in the context of PPAF


2.    Economic Analysis Modeling and system to update of PPAF Results Framework:

Secondly, in order to track PPAF’s role and progress against various sectors/components, the consultant will need to review data that is available with PPAF. It will include PPAF’s key impact studies, third party assessment, and all baseline, end line reports and programme datasets. Cost data for each component and develop a system to record and track the benefit cost of analysis of PPAF’s work, identify key metrics of value for money for each component, provide an analysis of the high pay off areas for investment by PPAF.

The consultant will also train PPAF key staff so they will undertake this task by maintaining their records and with collaboration of other team members. A two days orientation session for PPAF staff will be conducted to understand the process and build their capacity in this regard.

Also thoroughly review the organization’s results framework and develop a system to update it through donor funded and PPAF funded project results framework indicators, in-house data sources, and assessments and evaluations.


Deliverables:

  • Prepare a report for use by Senior Management in Board Strategy Discussion

  • The consultant undertakes an analysis based on current PPAF data to assess benefit compared to cost, and impact based on key indicators where data available.

  • Report on capacity building of PPAF staff to understand the process of benefit-cost analysis and usage the above system

  • A system to update PPAF results framework
