Objective of the Consultancy

The objective of the consultancy is to support the project in regular monitoring of project MEL indicators. He/She, in conjunction with the National Supply Chain Coordinators will work closely with Provincial governments to evolve their supply chain M&E systems.

Principal Duties and Responsibilities

The consultant under direct supervision and guidance of the Country Director with 80 days of LOE (20 days per month), in coordination with National Supply Chain Coordinators, will be responsible for monitoring project MEL indicators and data reporting as and when required.

Following are the principal duties and responsibilities:

  1. Develop project performance indicators for each level of supply chain as per the approved workplan to gauge the effectiveness and outputs of the project  interventions;
  2. Ensure compliance related to reporting of MEL indicators data collection, analysis and reporting;
  3. Prepare analysis and reports for monthly/quartly updates for Pakinfo/devResults/PPMR etc.’
  4. Assist in identifying strategic and policy outcomes from monitoring data so that they can be communicated to the relevant stakeholders;
  5. Prepare and present policy and strategic briefs based on regular analysis of data to government and other relevant stakeholders;
  6. Conduct training of PSM staff on Project MEL plan and related data reporting
  7. Oversee the MEL filing system for project monitoring and evaluation documentation;
  8. Produce research papers on supply chain MEL related topics

Required Skills and Qualifications

To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.

  • Bachelor's degree in Epidemiology , Biostatistics , Social Sciences, Economics, or closely related fields. Master's degree with a major in aforementioned fields will be highly preferred
  • Minimum of six (6) years of experience in monitoring and evaluation, impact assessment, social science research; experience of working in a health-related project will be preferred
  • Excellent interpersonal and communications skills
  • Excellent   skills  in  writing   M&E  reports   inclusive   of  advanced   analysis  and  data presentation
  • Fluency in English required

Deliverable(s):

  1. Project MEL Plan
  2. Monthly/Quarterly M&E reports and data reporting into PakInfo, DevResults and PPMR
  3. Capacity building of PSM staff on Project MEL plan and related data reporting
  4. Research papers on Supply Chain MEL

Period of Performance and LOE

The expected duration of the assignment is four (04) months with a total LOE (Level of Effort) of 80 days (i.e. December 01, 2019 to March 31, 2020) distributed as maximum 20 working days per month

Supervision

The consultant will report directly to the Country Director
