Background: The position is for an international development project working to deliver social infrastructure across Pakistan.

Position Summary: This position will be responsible for scheduling, planning and overseeing the entire program of work through use of sophisticated planning software like Primavera and MS Project. The position is responsible for managing the contractor’s submission of pre-contract and post-contract documentation, including construction schedule, and their review and approval in a timely manner. The Sr. Project Engineer will also be the direct line manager for all of the Senior District Engineers within his/her specific province, and will be responsible both for coordinating the SDE’s activities, resolving issues, conducting performance appraisals, and approving timesheets and leave requests. 

The position is then responsible for monitoring that the contract progress is following the submitted construction schedule, quickly identifying where delays are occurring and proactively working with the team to address any issues and getting the work back on track. In addition, the position requires proactive monitoring, in conjunction with the District teams and Chief Engineers, the quality of the work. The position requires the timely processing of all payments, mobilization, Interim accounts, retention and analysis of any contractor’s claims.

The Sr. Project Engineer will also be the direct line manager for all of the Senior District Engineers within his/her specific province, and will be responsible both for coordinating the SDE’s activities, resolving issues, conducting performance appraisals, and approving timesheets and leave requests. 

Reporting and Supervision: This position will report to Senior Project Manager.

Specific duties and responsibilities include but are not limited to:

Stake Holder Relationship Management 

  • Establish good interpersonal relationships within the District team and Infrastructure Department including Chief and QA/QC engineers
  • Proactively build effective working relationships with Contractors
  • Create a win-win environment by gaining agreement from partners and / or Customers before taking partnership-oriented actions.

Pre-Contract/Contract Compliance

  • Follow up and review all documents to ensure Contractor compliance within the scope of the work as per the LOA and its contractual obligations prior to signing of the Contract Agreement including Performance Guarantee, Mobilization Plan, Construction Schedule, Health and Safety Plan, QA Plan, Risk Mitigation Plan, and Insurance.
  • Keeping currency of contract documentation and variation orders as key contract point with contractors.
  • Check appropriate submission of contractors performance and/or mobilization guarantees
  • Review contract payments against MIS and QA/QC reporting to ensure necessary retention for unapproved or sub-standard work

Schedule controls

  • Finalization of construction schedules and associated payment schedules prior to signing of Contract agreement
  • In the pre-construction meeting, participate in the organization and delivery of Introduction

Construction Supervision and Monitoring

  • Establish, monitor and amend, modify and update construction schedules on the MIS and take appropriate action in the event of delays
  • Timely identification of dead and delayed sites through MIS and proactively instigating remedial actions to resolve the situation with both the district and CPMU teams
  • Proactively follow up with relevant district teams to reactivate sites and recover lost time from delays
  • Liaison and arrangement of meetings with contractors for the resolution of issues, delays, disputes
  • Monitor, review and process variation Order Claims
  • Carry out preliminary assessment of any contractor’s EOT claims and make recommendations to SMT on claim resolution
  • Maintain log of NCR’s and follow up resolution of outstanding issues

Contractors Performance Evaluation

  • Monthly review of contractors performance and progress
  • Manage and review capacity of new contractor’s based on early inspection reports and using Capacity Assessment tools identify project related Infrastructure
  • Management and review of existing contractors by undertaking analysis of the approved construction schedule, scope and cost awarded financial position of the contractor on the MIS, evaluation of capacity to deliver and quality, on a monthly basis for sharing with SMT

Handing over procedures and Defect Liability Period

  • Check that snag lists and inspections and resolution of outstanding works are carried out prior DLP
  • Check that the issues raised by QA/QC teams have been signed off
  • Administer the return of retention monies in accordance with the contract provisions.

Invoicing and Budget Forecasting

  •  Assist the SMT and Finance teams in the preparation, review and verification of monthly, three-monthly and yearly budgets
  • Manage the preparation of CW invoices from the district teams, MIS and other interim payments as required
  • Manage the payments of invoices for the legacy schools based on manually prepared interim accounts and verification of as built documentation
  • Complete final account settlement and contract close out

Activity Reporting

  • Provide accurate and timely activity based reporting as per project SOPs: for weekly, monthly, quarterly reporting cycles and ad hoc reports as requested, etc.
  • Collect weekly reports of Senior District Engineers
  • Maintains the CPMU project tracker
  • Assist in the production and monthly review of the Annual Budget including mitigation initiatives

Minimum Qualification and Experience required:

  • BE Civil Engineering degree
  • 7 Year Minimum in building projects, with a minimum of 5 years as a planning engineer or managing project planning for buildings
  • Understanding and experience of implementing procedures and ensuring teams are compliant with these procedures.
  • Knowledge of Primavera, MS Project, Cost Control, CPM Scheduling, WBS, MS Excel
