CHILD SAFEGUARDING:

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process for staff.

ROLE PURPOSE:

The Senior Officer Advocacy and Innovation will contribute to evidence-based advocacy efforts to ensure quality implementation of all advocacy activities at the Pakistan Country Program. He/ She will the Advisor Programs to develop advocacy goals and will ensue that advocacy activities are in line with SC national agendas. Together with the program and MEAL team, the position will contribute to devising innovative solutions to local challenges in line with the Pakistan Country Strategic and Annual Plans, while strengthening knowledge management and utilization by the Pakistan Country Office.

The Senior Officer Advocacy and Innovation will assist Advisor Programs and Specialist Research Evidence and Learning to design  advocacy strategy by identifying key messages, targets, and avenues for advocacy, and pushing forward those efforts by building relationships with key partners, stakeholders and actors in Pakistan.

KEY AREAS OF ACCOUNTABILITY:

Advocacy Strategy:

  • Ensure the Pakistan Country Office has clear advocacy objectives and strategies, and indicators for assessing the impact of SC advocacy work.
  • Support Advisor Programs with the development and implementation of Advocacy Strategy that includes national advocacy, and short and longer-term objectives, using tools, guidance and engagement.
  • Work with Thematic Teams within the Pakistan Country Office to ensure policy and advocacy work is built on their knowledge of the Pakistani context ·
  • With the guidance from the Advisor Programs, define key advocacy opportunities and targets at national level.
  • Draft and support the production of advocacy products as outlined in the advocacy strategy for use at the country.
  • In close collaboration with the Program Team, ensure that Media and Communication products reflect advocacy priorities and take into account the local context and sensitivities in Pakistan.
  • Support program team in developing internal and external communication (documents/material).
  • Reviewing project and Donor reports in line with Quality Assurance guidance and protocols.

 Innovation Management and Research Support

  • The Advocacy and Innovation Senior Officer will assist in designing and implementing approaches to data collection that are participatory and/or empowerment-focused. Every data collection plan must be child, gender and conflict-sensitive, and must include feedback mechanisms to ensure two-way communication between the SC team and the communities we work with.
  • Assist Specialist Research Evidence and Learning to develop appropriate and effective data collection plans and research design, including critical components such as scope, methodology and key questions.
  • Support designing of the innovation strategy of SC Pakistan giving consideration to the Country Annual Plan and the strategic document
  • Assist in defining and prioritizing key innovation projects across themes and countries based on a carefully-drawn selection criteria
  • Ensure that all advocacy messages, documents and strategies are evidence-based, drawn from field experience and assessments, of high quality and are effective.

Networking and Rapport Building

  • Build network with other staff members of national agencies working in Pakistan, in order to inform concept notes, data collection and research.
  • Assist Advisor Program and Specialist Research, evidence and Learning in identifying and liaising with potential innovation partners – individuals, organizations, governments within the region to pursue the innovation agenda
  • Support Advisor Program and Specialist Research in high-level advocacy work towards the Government of Pakistan, key UN agencies, donors and other NGOs, as well as media, if necessary.
  • The  position will also be involved in assisting program design on the humanitarian/development nexus with a focus on upcoming programing themes on climate change, communities resilience, adolescent skills developments, and other key interventions

 QUALIFICATIONS 

  • Bachelor’s Degree level required; Master’s or higher desirable in Communications, Social Sciences or relevant discipline

EXPERIENCE AND SKILLS

  • A minimum of 4 years of progressive and development experience in a corporate or an NGO environment
  • A strong attitude for precision, thorough attention for details and passion for advocacy and innovation
  • Highly organized and excellent administrative skills – with previous experience of effective project organization/management
  • Strong interpersonal and cultural awareness skills, and the ability to develop productive relationships across a wide range of stakeholders in a diverse, international environment
  • Fluency in English with excellent written and verbal communications skills and a passion for creative and effective communication.
