TENDER NOTICE

King Salman Humanitarian Aid & Relief Centre [KSrelief], Pakistan Office [H. # 464, St. 29, E-11/3, Islamabad], invites sealed bids for the supply of 20,000 Food Packages from eligible suppliers, duly registered with FBR/Income & Sales Tax Departments, as per following terms and conditions.   

TERMS & CONDITIONS:

1. Bidders are required to have a minimum of 05-year experience in the field of supply of similar items.
2. Bidding documents must come with the Income Tax & Sales Tax Registration Certificates, ISO Certificate(s) of the bidders and also Manufacturing Authorization Certificate for relevant item(s). However, manufacturer of products shall be given preference.
3. Each bid shall come with at least a sample (NON-REFUNDABLE) of each of the items making the Food Packages.  
4. Bidders are required to submit a Demand Draft/Bank Guarantee equivalent to 03% of the total bid value in favor of KSrelief. Bids received without Demand Draft/Bank Guarantee shall not be considered for evaluation purposes.
5. It is essential for the bidders to bid for the entire package of the Food Packages and any bid submitted for single/ selective item(s) shall not be entertained in any case.
6. Bids are required to be submitted as single stage - two envelopes; each envelop should consist of technical as well as financial bid separately and be marked clearly and placed inside a single envelop such that each envelop must include a list showing names of items, their specifications, the quantity and total cost along with other cost(s), if any.
7. Bidders are required to submit their rates with and without taxes, each in a separate column, provided that unit price of the items and total bid price are indicated on appropriate price schedule and are mentioned in Pakistani rupees.   
8. Bids must contain transportation charges to different locations (max. 04 locations in each district) mentioned in the table given below (Inclusive of loading/ unloading charges), keeping in mind the fact that the loaded vehicles shall be hold from 02 to 03 days on the distribution spots as distribution shall be made directly from vehicles. (Transport plan may vary according to the accurate distribution points of each district.)
9. Technical Committee of the procuring organization shall open all the bids without presence of the bidders’ representatives and intimate the successful bidder after the final assessment process.
10. The procuring organization reserves the right to accept or reject any bid, and to annul the bidding process and reject all bids at any time prior to the award of contract, without thereby incurring any liability to the affected bidder(s) or any obligation to inform the affected bidder(s) of the grounds leading to such cancellation.
11. Validity of the submitted bids must not be less than a minimum of 40 days whereas date of expiry of the branded items not be less than 06 month
12. Bids must reach the Procuring Organization latest by 02/03/2020 at 16 hrs. Sharp and any bid received after the expiry of the deadline specified above shall not be accepted in any case.

GENERAL TERMS & CONDITIONS

1. Contract shall be awarded to a bidder whose bid, in the opinion of the procuring organization, is determined to be substantially responsive and evaluated as the lowest one and that the bidding agency itself is found as fulfilling the minimum requirements for the performance of contract’s obligations satisfactorily.
2. Successful bidder(s) shall be liable to provide a Performance Security equal to 05 % of the total contract value in shape of Bank Guarantee at the time of signing the contract agreement for due performance of his obligations in the contract.
3. Successful bidders are required to supply 100% delivery within 30 days of signing of contract agreement. However, the suppliers having the capability of comparatively faster supply shall be given preference. However, no sub-contract/ third party contract shall be allowed.
4. The Procuring organization reserves the right, at the time of contract award, to increase or decrease, by the percentage, the quantity of goods and services originally specified in the Schedule of Requirements without any change in unit price or other terms and conditions.
5. All food items shall be packed collectively in a single carton except flour which shall be packed in a separate bag. The packing shall be made in way as is required to prevent damage or deterioration of the goods during transit to the final destination, as indicated in the contract. And the packing, marking, and documentation within and outside the packages shall strictly comply with such special requirements as shall be expressly provided for in the contract, including additional requirements, if any, and in any subsequent instructions ordered by the Procuring organization.
6. Packing material (cartons & flour bags only) shall be provided by the procuring organization at one point in each province to be specified by the supplier. The rest of the packing materials shall be arranged by the supplier itself.
7. Supplier shall be required to supply/pack all the goods such that:
   1. Item No. 01 through 08 will be packed in cartons supporting with two PVC strips in each carton.
   2. Item no 09 shall be packed in a separate bag having KSrelief Logo printed on its both sides.

PAYMENT

1. 100% payment shall be made after the successful delivery of the order within 02 × weeks of submission of the invoice(s), subject to clearance from the concern department.
