Short Term TA: Developing Quality Improvement Strategy and District Supportive Supervision Plans


Project Background and Objectives

The DFID ‘Delivering Accelerated Family Planning in Pakistan (DAFPAK): Lot 2 Public Sector Service

Delivery’ is a part of the DAFPAK programme funded by the Department of International Development

(DFID). The 3.5-year programme aims to increase access to family planning services; and improve quality of

client-centred services such that more women, including adolescents are able to safely plan their

pregnancies and improve their sexual reproductive health. The expected outcome for the programme is 11.9

million CYPs generated by expanded access to FP services; 55,000 additional users of family planning and

an increase in modern CPR from 26.1 at the baseline to 33.9.

 

Palladium and its consortium partners, Pathfinder, the Family Planning Association of Pakistan (FPAP), IPAS

and Aahung will strengthen the quality of service provision in the public sector (across 30+ districts in three

provinces Punjab, Sindh and KPK) by:

      Increasing access to FP services:

  • Building capacities of government health/FP facility staff on integration of services, improving clinical quality and expanding the range of contraceptives offered.
  • Training community workers (LHWs) to expand the FP services that they offer.
  • Establishing new procedures in health facilities to better integrate services.

 

      Improved quality of client-centered FP services:

  • Building capacities of the government health/FP facility staff on client-centered/unbiased counselling.
  • Building capacities of community workers on better, client-centered/unbiased counselling.
  • Building capacities of government health/FP facility staff on improving clinical quality.
  • Improving quality assurance systems involving district health management teams, including clinical waste management.

 

Beyond building capacities of district health teams, health facility staff and community-based workers. The

project will focus on sustainably changing behaviours of providers, systemic changes and commitments

through engagement with and TA to district and provincial level governments, health management teams,

providers and communities. 

 

Assignment Background 

      DAFPAK aims to improve the quality of family planning services in a comprehensive way at the facility and system level,through implementing a quality improvement standard based approach. The District Quality Officers along with the district management will follow a technical supportive supervision plan to mentor and support the FP providers to improve and standardize their quality of services as a part of this quality improvement strategy. The  incumbent will have the overall responsibility of developing Quality Improvement Strategy and supportive supervision plan for the selected district/districts. 

Specific Tasks and Deliverables

Technical assistance is needed is to design and develop a Quality Improvement Strategy along with a Supportive Supervision Plan for improving the quality of family planning services at the selected district .The hired consultant  will be making consultations with the provincial FP focal persons and district management of the selected district .

The STTA will be responsible for completing the following task :

  • Review DAFPAK-PSSD district assessment report to assess and collect information about existing quality improvement system/ documents /tools/policies/protocols  for provision of FP services in the selected district.
  • Review existing official documents, PC-1, EPHS, MSDS  developed at the province  specifically with reference to FP services.
  • Consult provincial FP focal persons of both health and PWD  at the province to discuss QI approach and supportive supervision plan.
  • Consult district administration to discuss and transcribe their perspective about how to improve quality of FP services at the FP service delivery points and their level of motivation to implement standards/protocols at the facilities.
  • Review and collect information about existing supportive supervision system for FP services  : who conduct, what is the frequency, how reports are reviewed ,action taken etc.  
  • Collect information about any existing recognition system for the service providers at both departments
  • Design QI Strategy for Improving Quality Of FP Services  inclusive of the following quality improvement elements :  technical competence  ,access, interpersonal communication, efficiency ,continuation of services ensuring delivery of safe and high quality  FP services  for individuals and communities .
  • Draft “Supportive Supervision Plan” and tools for supervision of FP services  in consultation with the district management.
  • Present  and get approval for drafted QI strategy and Supportive Supervision Plans from the district management.

Deliverables :

  • Strategy for Improving Quality of FP Services endorsed by provincial departments.
  • District Supportive Supervision Plan  endorsed by the district  .
  • List of QI teams at the district with their name and designation assisting technical supervision.

Qualifications and Experience

  • Medical doctor/Degree in Public Health ( MPH) .
    • Nationally recognized expert in Reproductive Health/FP,  with at least five years senior level experience providing expert guidance to National Reproductive Health programs.
    • Excellent interpersonal skills and the ability to work both as a team member and independently as required.
    • Fluency in English and Urdu and willingness to travel to the district if needed.
  • Knowledge of  FP programs in Pakistan and quality improvement approaches.
  • Excellent skills in developing strategies/supervision plans for improving quality of services.

 

Minimally Required Job-Specific Competencies:

  • Specific Public Health System: Foundational knowledge of public health systems and quality improvement approaches.
  • Sexual and Reproductive Health and Rights Services: Foundational knowledge of family planning and reproductive health principles, practices and services in Pakistan
  • Training Design, Development and Delivery: Foundational knowledge of  developing monitoring/Supervision  plans.

 

  • Minimally Required Organizational Competencies:
  • Software Applications: Foundational knowledge of Microsoft Office applications, including MS Word, Outlook and PowerPoint.
  • Languages: Proven ability to write and speak using local language and English language.
  • Communication: Advanced oral and written communication skills.

These are three consultant positions one for each province.
