Professional Education and Skills

MBBS doctor

ISRH Specialist is the key technical person at the field level for Handicap International Reproductive Health interventions. HI Inclusive sexual and Reproductive Health (ISRH) programming aims to meet the comprehensive reproductive health care needs in the target districts throughout Pakistan by building capacity of the local health system at community level.

 ISRH Specialist will be responsible to ensure the achievement of ISRH program in the assigned locations in collaboration with the government health system/facilities (health centers and health posts) and R-FPAP and creating a robust community based ISRH interventions. The ISRH senior specialist is the first level focal person to the RH interventions of Handicap International at the grass root level.

Job characteristics:

  • Experienced expert in adult education, designing, organising   and facilitating capacity building programmes and training for professionals with a strong sustainable component of TOT and development of training material/modules.
  • Experience, knowledge and skills in the field of Human Rights and in particular in women, children and disability rights and inclusion
  •  Work experience and knowledge in SRH, maternal and new-born, family and global health
  • Experience and knowledge in GBV (prevention and response)
  • Result oriented performance and ability to work under time pressure   supporting the timely completion of set targets by practically addressing upcoming challenges
  • Willingness to learn and ability to work efficiently and effectively with a wide variety of people
  • Able to work independently and in close cooperation and coordination with HI’s   regional and national Technical Units, with PM, OM , the partners, Disable Persons Organization( DPOs) and relevant stakeholders
  • Knowledge and experience on good practices on inclusion of people with disabilities in sexual and reproductive health and family planning programs.
    Extensive knowledge on policies and national guidelines that govern family planning and reproductive health
    Experience advocating for inclusive services for family planning and sexual reproductive health.
    Experience and knowledge on social inclusion and social accountability.
  • Possession of strong written and communication skills needed for writing reports, publicity materials and corresponding with a wide-range of community members.
    • Good facilitation skills
  • Responsible in ensuring capacity and professional performance of HI and partner project staff towards inclusive practices and implementation of protection principles during entire project period
  • Demonstrated experience in project management and coordination
  •  Fluency in both written and spoken English
  • Good networking skills, conflict management skills and communication skills.
  • Strong Computer skills

General Mission:

Ensuring that WISH project team including all partner colleagues are adopting an inclusive and human rights approach and mainstream disability inclusion   and protection in all their activities and interventions 

SPECIFIC OBJECTIVES:

  1. Ensure capacity of  all WISH project staff and  health professionals  practicing and mainstreaming   inclusive approaches in order to ensure  the inclusion of most marginalized groups and in particular women , youth and children  with disabilities to receive  affordable and quality ISRH services.
  2. Enable all volunteers and community workers to understand and practice the concept of inclusion
  3. Enable DPOs and communities including people with disabilities to know about disability rights and  where and how to access SRH services
  4. Ensure referral opportunities and cooperation of service providers in order to ensure comprehensive services for women and girls and youth with disabilities covering their needs.

-          Ensure good communication with all project stakeholders (partner, Health Departments, NGO’s, and DPOs etc.)

-          Represent HI in different forums and working group and in all partner cooperation meetings

-            Guide and support the process of mapping, identifying   and networking with all relevant service providers (rehabilitation, assistive devices, inclusive schools and day care centers, women shelter accessible for women etc.) and DPOs in the respective project area.

-          Conduct meetings and information sessions with DPOs and persons with disabilities in communities   and make sure project activities are in line with the needs of PWDs

-          Link service providers with persons with disabilities

-          Provide information, raise awareness and if needed coach stakeholders on the concept of inclusion and help them implement this concept in a practical way

-           Support Advocacy and public events promoting inclusive SRH approaches

 

-          On needs basis, support the partner with the development and implementation of activities related to inclusion (workshops, awareness sessions, campaigns, good practice examples, surveys etc.)

Capacity Building and training

 

 

-          Regularly assess and monitor  the level of knowledge and skills of project staff and relevant SRH stakeholders in order to ensure training plans are tailored to project targets  and updated to the needs of health workers, communities  and beneficiaries 

-          Design guide and  ensure the implementation of   the systematic capacity building program  in all provinces    focusing on  disability inclusion   and its relevant components ( Universal design, accessibility , participation, access to knowledge and  SRH information  for all, twin track approach, comprehensive referral mechanism ensuring the needs of person with disabilities is addressed )

-          Ensure quality of HI trainings by continuously  building  and supervising capacity  and training performance of HI trainer and partner and monitoring training outcome and  impact

-          Provide technical support to provincial colleagues and partners whenever needed

-           

-          Be a focal point for Social Behavior Change communication (SBCC) for the consortium partner on ISRH.

-           Depending on needs develop, or adjust existing, training/awareness raising materials on inclusion for partner

-          Review partner IEC material on SRH, Family planning, violence prevention and response ensuring accessibility and inclusion

-          Support the production of new accessible education and awareness material on ISRH   and disability inclusion into services (e.g.  For media, radio etc.)

-          Ensure  partner’s helpline and youth services are  following inclusive practices

-          Enhance your knowledge on relevant thematic related to disability inclusion such as gender equality, childhood development, inclusive practices in emergency response

-          Ensure quality of HI and partner activities towards infrastructural and non- infrastructural accessibility (accessible building, communication etc.) providing adequate advice and guidance

-          Represent HI in disability networks, on conferences and consultation meetings

-           Technically support research activities if required

-          Promote disaggregated data collection and build capacity on Washington Group Questionnaire in training and sessions with all relevant stakeholders

-          Make sure that your technical input is based on international best practice standards and cooperate with DMA, PA and HI Regional Technical team in order to ensure   validation of highest technical standards

Data collection , Quality Management and  M&E

 

 

-          Ensure disaggregated data and the proper use of WGQ on all project levels

-          Keep record of all activities (meeting minutes and attendance sheets, training reports, home visits,

-          Support the M&E specialist with ensuring that he/she is monitoring achievements regarding to inclusion; this includes the development of monitoring tools

-          If needed support the M&E specialist with monitoring inclusion through field visits

-          Produce case studies

-          Support data collection of qualitative data ( e.g. FGD with community members with disabilities )

-          Ensure quality management of your professional contribution closely cooperating with  TU in Islamabad and RTU
