General Summary and Background

USAID Punjab Enabling Environment Project (PEEP) is a $19.98 million, seven-year effort to assist the Government of Punjab in improving the business environment for the horticulture, livestock, and dairy subsectors. PEEP’s interventions are designed to improve the business environment by supporting policy and regulatory reforms through private sector-led advocacy. These reforms are expected to spur new investments and employment opportunities in the targeted sub-sectors. The objective of the project is to leverage private sector investment through business enabling environment reforms and institutional capacity building of relevant stakeholders.

PEEP will establish and mobilize the Nukri Goat Breeders Program (Nukri goats are indigenous goat breed of the DG Khan area, endowed with great potential of milk and meat production) to develop a herd book, provide training to improve animal husbandry practices, and conduct marketing events for farmers. The other cadre of livestock farmers to be supported as part of this initiative are Women Community Facilitators who will provide livestock services to communities by establishing liaison between the veterinary service providers and the farming communities. Under this assistance, to the directorate, PEEP will also work with L&DDD in DG Khan to support it in providing capacity development and feed processing services to livestock farmers in the use of alternative feed options of silage and related animal husbandry practices.

Scope of Work Summary and Objectives

The Project Coordinator will work with the PEEP team and the Livestock Directorate DG Khan to facilitate the training of the women livestock farmers in the use of best husbandry practices under the newly-developed Nukri Goat Breeders and Livestock Community Facilitators Programs. The Project Coordinator will undertake Training Need Assessment (TNA) of the livestock farmers to plan the strategies for the roll-out of their trainings on animal husbandry practices and entrepreneurial skills. The Project Coordinator will plan and facilitate the marketing of animals by organizing events through active participation of the women livestock farmers. He/she will also support preparation of Nukri herd book and facilitate women livestock farmers for linkages with financial institutions. Overall, the Project Coordinator will help augment the efforts being undertaken by PEEP for women economic empowerment by creating an enabling environment for the inclusive growth.

Principal Tasks and Responsibilities

The project Coordinator will undertake the following specific tasks and activities:

Capacity Assessment

  • The Project Coordinator will be responsible for undertaking capacity assessment of the beneficiaries prior to roll-out of trainings.

Training and marketing of animals

  • Responsible for identification and registration of Nukri goat breeders, community facilitators and livestock farmers for capacity development under the implementation of WEinSPIRE DG Khan.
  • Responsible for conducting the Training Need Assessment (TNA) of the Nukri goat breeders, community facilitators and livestock farmers as per the design and format provided by the PEEP Human and Institutional Capacity Development (HICD)/Livestock Specialist.
  • Under the supervision of HICD/Livestock Specialist develop the training schedule as per the training modules prepared for WEinSPIRE DG Khan and facilitate trainings.
  • Provide reports on training events and feedback of the participants recording and documenting the impact of activity trainings. The feedback of the trainees will be received on the prescribed format prepared under the guidance of HICD/Livestock Specialist.
  • Support, facilitate and report the marketing and promotional activities of the Nukri goat program under the supervision of HICD/Livestock Specialist

Herd-book preparation:

  • Identify, document the registration of Nukri goat breeders for herd-book preparation.
  • Facilitate collection and verification of data for herd-book of Nukri Goat breed.

Administrative Tasks:

  • Liaise with the PEEP COP and HICD/Livestock Specialist on regular basis for apprising the status and progress of the deliverables of the assignment.
  • Perform any additional tasks necessary to ensure successful implementation of the WEinSPIRE initiative in DG Khan.
  • Ensure timely, high quality completion of all relevant reporting requirements
  • In collaboration with the relevant teams, coordinate all logistical arrangements for the training, marketing/promotional and herd book preparation events and workshops.

Qualifications:

  • Bachelor’s Degree in veterinary sciences/animal husbandry from a recognized university. Masters or higher academic qualification is preferred.
  • At least five years of professional experience of veterinary sciences or animal husbandry.
  • Strong presentation, analytical and writing skills, and experience of presenting technical information in a comprehensive way.
  • Good communication skills and fluency in English, Urdu and local language
  • Appropriate skills in organizing the meetings, seminars and workshops through use of collaborative tools employed in the virtual platform.

Working Conditions/Duration of Assignment

The Project Coordinator will report to the PEEP HICD Livestock Specialist for its day to day assignments. The total level of effort for the assignment is 118 days starting from June 10, 2020 to November 30, 2020. The location of this consultancy will be based in Dera Ghazi Khan, Pakistan.
