Position Title: Senior Livestock Policy Expert

PROJECT: USAID Punjab Enabling Environment Project (PEEP)

Assignment: Support to the Punjab Livestock and Dairy Development Department (L&DDD), GoPb, for the Formulation of the Livestock Policy for Punjab

Background:

USAID Punjab Enabling Environment Project (PEEP) is a $19.98 million, seven-year effort to assist the Government of Punjab in improving the business environment for the horticulture, livestock, and dairy subsectors. PEEP’s interventions are designed to improve the business environment by supporting policy and regulatory reforms through private sector-led advocacy. These reforms are expected to spur new investments and employment opportunities in the targeted sub-sectors. The objective of the project is to leverage private sector investment through business enabling environment reforms and institutional capacity building of relevant stakeholders.

PEEP is assisting the Government of Punjab’s (GoPb) initiatives for policy and regulatory reforms through technical assistance and engaging the private sector for industry-led advocacy for policy reforms and implementation to ensure an improved business enabling environment. PEEP is also providing technical assistance to strengthen capacity of institutions serving the private sector, and working in partnership with the public sector, private sector, civil society organizations and academia to create an environment that is more conducive to the growth of target sub-sectors.

Scope of Work Summary and Objectives

The consultant shall use his/her education, experience, competencies, and skills to work with the PEEP team and L&DDD to review and revise the existing livestock policy draft to ensure that the policy is aligned with higher economic goals of the Government of Punjab; expand upon the stakeholder consultations recently undertaken and work with PEEP to conduct additional consultations with key stakeholders not covered in the earlier consultative process; ensure that the policy is fully aligned with the Government of Punjab’s policy objective of private sector-led growth; ensure that the livestock policy stipulates a regulatory regime for the livestock sector in Punjab; conduct a thorough institutional review of L&DDD of the Government of Punjab and its allied institutions to assess if the present institutional structure is well-positioned to achieve the policy objectives of the government, and consult and work closely with the working group constituted by the government to refine the process of policy formulation for the sector.

Principal Tasks and Responsibilities

The consultant will undertake the following specific tasks:

a. Review policy, strategy and vision documents previously commissioned on the livestock sector of Punjab and other provinces of Pakistan.

b. Review policy position papers prepared by PEEP-supported policy consultant deployed at PSU, analyze policy options presented for each position paper and evaluate the recommended policy options for each of the major policy area. Identify gaps in the analysis and policy evaluations presented thereof, critically examine and recommend policy position and formulate recommendations on the policy position for the livestock sector policy of Punjab.

c.Take into considerations policy questions highlighted during the consultative process and review the current policy and position papers, present analysis and evaluate a set of policy decision options thereof on the following subjects: 

  • Price capping vs market-based policy for livestock products
  • Supporting subsistence farming vs. commercial livestock producers
  • Public vs. private sector managed livestock markets
  • Public sector provision vs private sector facilitation for service delivery to producers
  • Curative vs preventive health services regime
  • Producing in the public sector vs supporting commercial production in the private sector.

d. Re-examine regulatory regime applicable to livestock sector in Punjab covering existing regulations and laws in addition to reviewing the institutional arrangement in the province to implement policy and regulatory regime and service delivery in the public sector.

e. Support stakeholder consultations to broaden cross section of stakeholders consulted earlier and increase depth to the analysis and input from key stakeholders to livestock sector policy of Punjab. The purpose of these consultations should be to present options identified in position papers for stakeholder feedback and input, so that stakeholders’ inputs are taken into consideration while formulating policy. The expert would specifically:

  • review stakeholder-mapping exercise to inform the formulation of livestock policy
  • Build on the work already completed to engage with key private sector stakeholders to identify their concerns and seek their input to make the policy responsive 
  • document proceedings of stakeholder sessions to inform the policy formulation process
  • The senior livestock policy expert is also required to facilitate three (03) consultative meetings/workshops/seminars involving stakeholders, livestock experts, farming community (progressive farmers in particular), representatives of farmer organizations, livestock inputs businesses (feed, fodder, vaccines, semen, medicines etc.), academia, agro based industries, financial institutions, related government institutions not covered so far under the consultative meetings conducted recently. The policy expert is required to document, peruse, and analyze proceedings of stakeholder sessions to inform the policy formulation process

f. Collaborate with PEEP and the current policy consultant to provide drafting support for preparing final livestock policy draft, based on review and deliberation on strategic options for key priorities of the government and recommending best possible policy course. Specifically:

  • develop issues paper for key challenges to be addressed in the revised livestock policy;
  • support the Minister and Secretary Livestock in reviewing strategic options and policy choices for each issue and how they are likely to impact livestock sector’s future in the province;
  • examine data collected by L&DDD and analysis thereof of various technical issues raised by stakeholders to support selection of appropriate policy choices;
  • provide drafting support to formulate a brief paper and presentation on basic principles of policy and strategic options available for the policy;
  • Support PEEP, the Livestock Minister and the L&DDD in developing the final draft of livestock policy for cabinet’s approval.

Qualifications:

  • Master’s degree from a recognized university in a related field, preferably in Economics, Public Policy, or Development Studies.
  • At least 10 years of professional experience of governance of public sector, advisory or consulting experience in the areas of public policy, policy reforms, governance reforms and change management or teaching public policy, and developing policy papers, strategy papers and conducting policy research as a consultant.
  • Experience of working in the government and committees / boards / task force constituted to develop vision / strategy / reforms / restructuring / transformation of sectors or ministries is preferred.
  • Excellent understanding of livestock sector of Pakistan (Punjab) and of other countries.
  • Strong analytical and writing skills, and experience of presenting complex technical information in a comprehensible way for non-specialist readers.
  • He/she must be well versed with the vision, policy and strategy documents, so far been developed by governmental or development agencies for policy and institutional reforms in Pakistan / Punjab.
  • Good communication skills and fluency in English and Urdu

Working Conditions/Duration of Assignment

The consultant will report to Chief of Party USAID-PEEP for his work. All the deliverables will be approved by COP PEEP as well as Secretary L&DDD.

This consultancy will begin on or around June 15, 2020. The total level of effort for the assignment is 49 days starting on or around June 15, 2020. Duty station is Lahore and travel outside of Punjab is not anticipated.
