Introduction:
Secours Islamique France (SIF) founded in 1991 is an international Non-Governmental solidarity Organization acting in the fields of humanitarian and development aid, in France and worldwide. Working in the field for over 20 years, Secours Islamique France is now active in more than twenty countries, mainly in different sectors: water and sanitation, food security& livelihoods, and child welfare. Teams of employees and volunteers working for Secours Islamique France also play an active role in France, fighting against exclusion and insecurity by various means. Alongside its operational aid activities, Secours Islamique France has developed an ability to advocate in order to bear witness and to alert the international community about the living conditions of the most vulnerable. SIF is dedicated to alleviating the suffering of the poorest of the poor in France and around the world, while respecting cultural diversity without making any distinction based on origins, political affiliations, gender or beliefs, and without expecting anything in return. It intervenes where humanitarian and social needs require emergency mobilization of relief efforts as well as the implementation of development programs and advocacy actions. SIF is present in Pakistan since 2010 and currently working in three districts (Tharparkar in Sindh, Peshawar in KP and Islamabad/Rawalpindi in Punjab).
Secours Islamique France (SIF) is currently working in 4 child centers in district Rawalpindi and Islamabad in 2019. Gehwara and Kashana e Atfaal are accredited by the social welfare department, Government of Pakistan. We are working in two private centres for children with special needs and children economically active and living on streets. The center with residential care observes the minimum acceptable standards with respect to boarding, lodging, recreation and education of the children. Relevant government line department conduct regular inspection visits to monitor the living conditions of the child centers. The beneficiaries of the project are the children living in the child centers who belong to very poor families: mostly orphans; some are disabled, few are single parent children and mostly abandoned by their families in centers. There are some very young children and many among these do not have anybody to take care except for child center staff. The age range of most of the children is between 5 years to 18 years.
In 2020 SIF will build the capacity of the child centres staff on case management, linkages development of children with government support programmes to encourage family support and children stay at home with parents. On the other hand SIF will build the capacity of child center staff on fundraising, administrative management, referral mechanism, PSS, leadership/ motivation skills as an exit strategy from the centers to benefit more marginalized children living in family environment to provide them educational and social support and protective environment.
Under capacity building component – SIF intend to organize a comprehensive training. There will be 6 training components for the staff of child centers delivered through a five days dedicated training:
1- Case management and linkages development with stakeholders.
2- Training on fundraising (working with center staff on annual development plan/budget)
3- Administrative management
4-Identify the existing referral mechanism (if any)to access different relevant services for children/linkages development; its usage, effectiveness and challenges.Develop the new or reform the existing referral mechanism.
5- Psycho-social support (To identify PSS issues and link them with services, follow ups)
5- Leadership/motivation skills
6-Child Protection Training (with a specific focus on the development of the child, children's well-being, children's rights and the United Nations framework: Guidelines for the alternative care of children (including prevention of family separation, reunification of children with their families and alternative family care arrangement), psychosocial support (to provide direct PSS and not only to identify and refer)
Objective of Consultancy:
- Establish/reform referral mechanism in the centers; training of staff on effective use of referral mechanism.
- To design contents of the capacity building training as per understanding level of the child centre staff, (Seeking approval on training contents from SIF child welfare project manager).
- Facilitation of a 5 days’ training for 4 child centre staff in Rawalpindi
- To develop a training report
Assignment Deliverables:
- Develop and share training contents with SIF for feedback and approval
- To handover final training contents
- Facilitation of a 5 days’ training for 4 child centres staff in Rawalpindi
- Post training “follow up plan” with child centres on referral mechanism and linkages development.
- Training report.
Scope of the Assignment:
SIF looking for a consultant /organizationto hire services for the above mentioned capacity building component under childhood project.
Timeline:
The assignment will be starting fromOctober 1st, 2020 and will be completed in 1.5 months after awarding of contract. Training schedule will be developed as per availability of centre staff.
Budget Allocation:
The budget for the assignment is PKR 250,000/- (including taxes as per GOP roles).
Payment Procedure:
Terms of payment shall be based on one installment and 100% will be paid after successful completion of deliverables.
