The Civil Engineer will be responsible for engineering / civil component of laboratory renovations and refurbishments of Fleming Fund grant across Pakistan. S/he will provide technical support and guide Fleming Fund through the engineering design and construction process, including: support during the site survey/planning phase; supporting the procurement of design and construction services; conduction environmental reviews of planned construction/rehabilitation; managing the construction phase; and overseeing closeout, handover and the defects-liability period. The Engineer is responsible for quality control/ quality assurance of Fleming Fund construction activities.
Responsibilities:
- Assist with procurement of design services for infrastructure, construction and rehabilitation activities.
- Manage and oversee the execution of design subcontract(s).
- Assist with Tendering for construction.
- Manage and oversee the construction as well as closeout phase.
- Assist with confirming and agreeing the Scope of Works and equipment needs (of Civil works) with the lab Authorities;
- Confirm with, and liaise with, Lab focal personnel in order obtain all required approvals and building permits, etc.;
- Prepare the design, SOW, specifications and cost estimates for the rehabilitation works at the labs;
- Assist with the pre-qualification of design firms and construction firms;
- Assist with the technical evaluation of bids received from the construction firms and assist with contract award and due diligence checks of the construction firms;
- Develop SOW and RFP for Design Firm (Evaluation criteria, etc.)
- Prepare Rough Order of Magnitude cost estimate for each lab;
- Prepare time estimate and program for works for each lab;
- Prepare technical components of Request for Proposal (RFP) documents, including the preparation of technical and financial evaluation criteria, etc.
- Assist with the technical evaluation of proposals and bids;
- Assist with the technical approval of the lab rehabilitation/ new construction designs;
- Review the Design Firm’s estimate of cost of works (civil, mechanical and electrical) to confirm it is in line with market rates;
- Conduct regular site inspections during construction to assure quality control of the works;
- Review and comment on all sub-contractor’s materials submissions, shop drawings and method statements;
- Ensure that the civil, electrical and mechanical work is carried out as per the approved technical specifications, drawings, BOQ and conditions of contract;
- Ensure that all the work is executed within the specified time frame;
- Review sub-contractor progress payment invoices;
- Monitor and report on the sub-contractor’s compliance with the environmental management plan, health and safety plans and quality assurance plan;
- Assist with administration of the sub-contracts;
- Liaise with Fleming Fund program and operations staff and with the focal points of the labs, as required;
- Prepare weekly, monthly and final progress reports and share with supervisor;
- Assist with the handover of the labs to the authorities;
- Monitor the labs for defects during the Defects liability period and report on same.
- Any other task assigned by the supervisor.
Desired Qualifications
- B.E (Civil Engineering) or a related field (PEC license holders preferred)
- Minimum of 10 years of experience managing design and construction of infrastructure
- Extensive understanding of procurement procedures
- Skills: At least three years of experience in designing laboratory infrastructure construction and/or similar civil work.
- Experience of working in urban neighborhoods
- Experience of working in donor-funded projects
- Experience of using design software
- Excellent written and verbal communication
- Field visits are required across Pakistan
- Ability to multitask
- Ability to adapt within the working environment
