Under COVID19 rapid response, USAID has supported the National Disaster Management Authority, Government of Pakistan with 200 US made ventilators including procurement, distribution, installation, and training on use of ventilators. These ventilators have been provided to all the provincial and regional gvernments across the country. USAID is also providing four mobile BSL-3 laboratories to National Institute of Health (NIH)/ Ministry of National Health Services, Regulations and Coordinations (MoNHSRC) to strengthen diagnostic capacity of federal and provincial governments of Pakistan. These mobile BSL-3 labs will play a pivotal role for generating an effective reponse during emergencies and outbreaks.

Objective of the Consultancy

The project aims to provide support to NDMA/Government of Pakistan, to ensure the proper functioning and optimal use of USAID supported ventilators. In addition, the project would support and NIH/MoNHSRC for smooth absorption of the upcoming BSL3 laboratory support by carrying out a capacity assessment exercises of provincial departments of Health and will make sure that national bio safety standards/guidelines are being adhered.

Principal Duties and Responsibilities

The consultant in close coordination with GHSC PSM, NDMA and NIH teams will be responsibe:

  1. To develop a comprehensive M&E plan for Ventilators and BSL3 sites by setting baselines;
  2. To develop key performance monitoring indicators in line with the approved GHSC PSM workplan;
  3. To develop monitoring and evaluation tools/checklist;
  4. To ensure compliance for MEL indicators data collection, analysis and reporting;
  5. To prepare periodic reports and analysis to submit to the government stakeholders;
  6. To assist in redirecting strategic and policy actions;
  7. To prepare/present policy and strategic briefs based on data analysis to government and other relevant stakeholders

Required Skills and Qualifications

The individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.

  • A medical graduate or Equailent with additional qualification in Public Health/Management Sceinces/Hospital management or Bio safety and Sceurity
  • Minimum of ten (10) years of experience at managerial positions
  • Experience in monitoring and evaluation, impact assessment, social science research; experience of working in a health-related project will be preferred
  • Excellent interpersonal and communications skills
  • Excellent   skills  in  writing   M&E  reports   inclusive   of  advanced   analysis  and  data presentation
  • Fluency in English required

Period of Performance and LOE

The expected duration of the assignment is three (06) months with a total LOE (Level of Effort) of 90 days. This is distributed as maximum of 15 working days per month.

Supervision

The consultant will report directly to the Country Director.
