Project Description:

The purpose of the Pakistan Agricultural Technology Transfer Activity (PATTA) is to identify, support and bring to scale private sector solutions to improve agricultural productivity in Pakistan, through a four-year activity. PATTA will partner with agricultural technology companies to commercialize products and services that can increase the productivity and competitiveness of small- holder farmers and mobilize private sector investment in agricultural technology. PATTA’s partnership will provide small-holder farmers broader access to affordable technologies to increase productivity, build resilience to climate change and reduce postharvest losses.

Objectives of the Technical Assistance:

The Environmental Consultant will be required to perform the following tasks:

  • Guide the project on approved Initial Environmental Examination (IEE)
  • Develop guidelines to promote safe, effective, and efficient use of the agricultural technologies, in compliance with USAID environmental compliance regulations
  • Suggest PATTA programmatic and project-level compliance with USAID environmental guidelines, in coordination with the MEO (Mission Environmental Officer)
  • Develop EDFs for PATTA technical team activities and help team to develop Umbrella EDF on quarterly basis
  • Prepare responses to USAID MEO queries for environmental related issues
  • Help PATTA team for presentations to MEO and USAID as and when required for the environmental compliances of project activities.
  • Provide awareness to private sector partners for health, hygiene, work place segregation for gender and the environmental compliances
  • Suggest programmatic and project-level compliance with all host country environmental regulations
  • Guide PATTA team on environmental mitigation activities for life-of-project compliance requirements
  • Work with the Monitoring and Evaluation Director in assessing the environmental impact of all project activities and suggest mitigation measures
  • Develop Environmental guidelines, Health and Safety guidelines for agricultural tools and machinery manufacturers and their staff
  • Over and above to mentioned tasks, additional responsibilities may be assigned by COP as and when required related to environmental compliance for USAID

Deliverables:

  • Develop guidelines to promote safe, effective, and efficient use of the agricultural technologies, in compliance with USAID environmental compliance regulations

Qualifications and Experience required for the above-mentioned position:

  • At least five years of relevant, professional experience in roles with increasing levels of responsibility required, 7+ years preferred;
  • Minimum of Bachelors' degree in the relevant field of expertise, master's degree preferred;
  • Experience supporting donor-funded projects is required, USAID experience preferred;
  • Experience working in the development sector and similar programs is strongly preferred;
  • Strong interpersonal, communications, and leadership skills, especially in dealing with those from other countries;
