Programme Background

The Khyber Pakhtunkhwa Education Sector Programme (KESP-II) is a four-year education reform programme funded by UKAid’s Foreign and Commonwealth Development Office (FCDO), formerly known as Department for International Development (DFID) and the Australian Department for Foreign Affairs and Trade (DFAT) to support the Government of Khyber Pakhtunkhwa (GoKP) to achieve an outcome of “more children in school, staying longer, and learning more.” KESP’s technical assistance (TA), delivered by Adam Smith International (ASI), focuses on supporting the government achieve this outcome.

The TA team’s mission is to work at provincial, sub-provincial and school levels to provide comprehensive, flexible and high-quality technical support to the GoKP in the delivery of its strategy and priorities for transforming education service delivery. These priorities primarily focus on (i) improving teaching and learning in KP’s public schools, (ii) improving school infrastructure and facilities, (iii) providing better and more equitable access to education and (iv) strengthening governance and management across the public education sector.

Purpose of Role

The role of the Programmer is to assist in designing, programming, and continuous improvement of the various Management Information Systems and Mobile Applications (managed by Elementary & Secondary Education Department and KESP) for tracking and monitoring periodic achievement of education service provision in line with GoKP’s Education Sector Plan. S/he will be assisting in day-to-day support of MISs including development, administration, assessment, customized reporting, data analysis, data integration, and report generation.

Responsibilities

The Programmer will be required to work closely with the relevant government counterparts and the KESP Team to undertake the following tasks:

  1. To develop, support and maintain the KESP databases and dashboards while working closely with EMIS cell
  2. To support development of School Leadership Mobile App and dashboard and its handover to E&SED
    • Maintain application scalability & efficiency for data collection and reporting
    • Deployment of application on Google Play Store and updating client applications
    • Customize application to support different Android SDK (API Levels)
    • Designing UI/UX using Google Android material design principles, patterns, and layouts
    • Customization of application to be asynchronous, multithreaded and memory efficient by considering data integrity and security perspectives
  3. To support development of automated dashboards for District/Intra-District Performance Scorecard
  4. To support E&SED in takeover of databases developed by KESP-TA and troubleshooting for databases handed over
  5. Designing and developing stored procedures and creation of data models based on programme requirements and processes
  6. Developing a suite of dynamic reports and statistics using reporting tools
  7. Assist in data quality management of MISs

Experience and skills

  1. Degree in Computer Sciences, Computer Engineering or Software Engineering from a reputable institution
  2. At least 5 years’ experience in developing and implementing enterprise level Management Information Systems, production and submission of data; maintaining, monitoring, analysing and reporting on a range of MIS data and Key Performance Indicators.
  3. At least 3 years of experience in Android application development using Java and Android Studio with sound knowledge of Android SDK (Activity, fragment, service, broadcast receiver, intent, layouts, etc.) development tools.
  4. Proficiency in MY SQL, SQL Server and Oracle. Proficiency in PHP and ASP.NET.

Location of work

The consultant will be required to work from Peshawar

Management /Reporting

The consultant will report to the M&E Manager and work closely with the KESP technical team.
