Project

The anticipated Investment Promotion Activity (IPA) funded by USAID/Pakistan, will be a 5-year, $10-$24.99 million project - “IPA will be a five-year activity to deliver technical assistance to achieve the primary objective of strengthening Pakistan’s business enabling environment (BEE) to build greater credibility of Pakistani institutions and improve the ecosystem for foreign direct investment (FDI). This Activity will facilitate the growth and development of higher-value commercial crops through investment promotion, and small and medium enterprise (SME) development. These efforts will support the Government of Pakistan’s plan to recapture market share, access new markets as a source of foreign exchange, and support pathways to self-resilience.

Overview of the Position:

The Deputy Chief of Party (DCOP) works under the leadership of the Chief of Party (COP) and is responsible for overall technical implementation of a large USAID-funded Investment Promotion Activity in Pakistan. This position reports to the Chief of Party and supervises several prime technical project staff. The DCOP is responsible for leading the technical coordination and delivery of the project nationwide.

Roles and Responsibilities:

 

  • Assist the COP in finalizing the first annual work plan and all initial assessments to facilitate a rapid start-up.
  • Conduct stakeholder outreach and partnership negotiation with public and private sector actors. 
  • Oversee all aspects of technical implementation through leadership and management of two to four project component leads related to investment promotion related to BEE, foreign and domestic investment promotion.

Support the COP in the preparation of annual work plans and ensure technical quality and cooperation with project staff and USAID. Identify and effectively manage all key risks related to the program, including compliance with donor transparency and due diligence requirements.

  • Develop short-term technical assistance plan and communicate needs to home office; and monitor consultant work in the field.
  • Work in collaboration with the MEL Manager and team to ensure programmatic monitoring and evaluation in accordance to award;
  • Support the COP in programmatic representation, strategic development and quality control duties; and liaise with USAID and government stakeholders to respond to their informational, data and monitoring requirements.
  • Work in partnership with the COP, Project Director and backstop in the Home Office. In coordination with the COP, engage in frequent, routine communication so that the Project Director is aware of both progress and potential issues, and solicits assistance and input as needed to ensure that performance meets or exceeds technical agreement requirements.
  • Ensure that technical and operational activities are carried out according to USAID and DAI’s policies and procedures.
  • Develop and deliver reports and written documentation related to technical activities to be reported to USAID, including weekly, quarterly and annual reports.
  • Support communications and knowledge management efforts; drafting technical notes, documenting best practices, and refining success stories.
  • In absence of the COP, DCOP serves as acting COP of the project.

Minimum Qualifications:

  • Minimum of 10- 12 years of experience in managing BEE, investment and/or investment promotion projects is required.
  • Masters’ Degree in public or business administration, management, international development, project management or other relevant field is required.

Preferred Qualifications:

  • At least five (5) years of experience managing sizable budgets and leading large teams.
  • Demonstrated exemplary diplomatic, management, communication and interpersonal skills to ensure internal coherence among diverse team members, as well as relations with the client, donors and the international community.
  • Expertise in at least one relevant area, including BEE, investment and/or investment promotion
  • International donor experience is required, USAID experience is preferred.
  • Professional written and spoken fluency in English is required with strong writing and presentation skills.

Supervisory Requirements:

  • Work closely with the COP and HR in recruitment for al lead positions and senior consultants, helping teams to draft TORs, interview and select new hires.
    • Provide oversight and supervision to the component heads, and to ensure the timely completion of project activities.
    • Manage, guide, mentor and build the capacity of staff. Foster collaborative working relationship with all aspects of the project
