The Tuberculosis Implementation Framework Agreement (TIFA) Project is a five-year (2019-2024) cooperative agreement funded by the U.S. Agency for International Development (USAID). JSI implements TIFA in partnership with Open Development. TIFA aims to strengthen and sustain country ownership and accountability by funding national TB programs, empowering local entities, and advocating for domestic resources for TB.
In Pakistan, TIFA uses TB commitment grants (TCGs) to fund the National Tuberculosis Control Programme (NTP) to coordinate quarterly Interprovincial Meetings (IPMs) with public and private sector stakeholders since 2021. Overall, TIFA expects additional Mission buy-in of USD $1.65 Million in Pakistan The TIFA/Pakistan program manager will liaise with TIFA staff in the US, the NTP, and USAID Mission staff to coordinate the development and implementation of TB commitment grants (TCG) with the NTP and manage the TIFA-led activities.
Specifically, s/he will: 1) coordinate with the NTP to monitor implementation of TB commitment grants, and assist the NTP in troubleshooting challenges; 2) support the NTP to develop additional grants to program the remaining available funds; 3) conduct technical validation of selected milestones submitted for payment; 4) facilitate communication among the NTP, the USAID Mission and the TIFA Pakistan country core team in the US.
This is a full-time position for 12 months with a possibility of renewal. Program manager will be based in Islamabad, Pakistan. The TIFA program manager will be employed by JSI Research & Training Institute, Inc. S/he will report to the TIFA/Pakistan country team lead based in the US. Payment for this position is in Pakistani rupee. The anticipated start date for this position is on/around July 1, 2022.
RESPONSIBILITIES:
- Participate in onboarding activities including orientation to TIFA program, work in Pakistan, and the grant co-design process;
- Serve as the primary liaison in Pakistan among TIFA, USAID, NTP, and other key stakeholders.
- Coordinate with USAID, TIFA, and NTP to manage TCG development; ensure efficient and effective grant implementation and timely submission of milestone deliverables.
- Conduct regular (at least weekly) check-in calls or meetings with NTP and USAID/Pakistan to monitor progress in grant implementation, troubleshoot issues, and agree on support or next steps required.
- Review grant proposals and milestone submissions, provide feedback as needed and, where needed, conduct technical validation of the deliverables.
- Provide capacity strengthening support to NTP and any future grant recipient as agreed with NTP, TIFA and USAID.
- Participate in USAID and NTP partner meetings as requested.
- Submit brief bi-weekly written reports to TIFA; contribute to project quarterly and annual reporting.
- Work closely and regularly with the activity manager at USAID/Pakistan.
QUALIFICATIONS:
- Post-graduate degree in public health, social sciences, or medical sciences.
- At least 5 years of experience working with TB programs in Pakistan, a good understanding of tuberculosis control initiatives.
- At least 8 years of experience working in program management and implementation with the national government in Pakistan required; experience with NTP highly desirable.
- Experience with grant development and management including activity planning.
- Ability to work independently and in a team with speed and flexibility responsive to the NTP program;
- Demonstrated experience as an effective manager and team member.
- Exceptional written and spoken communication and interpersonal skills.
- Willingness to travel within Pakistan and participate in calls or meetings as needed.
- Professional competency in Urdu and English.
- Proficient in using basic computer software (i.e., MS Word, MS Excel and other databases, etc.).
