Job Purpose: Take a lead on the implementation of VNR process in Pakistan through implementing partners. The selected candidate will provide project implementation support to the management and the collaborating partners to ensure agreed activities are implemented. These include amongst others trainings, events, mentorship, and advocacy.

Responsibilities:
Programme Delivery
- Support VSO’s implementation and successful delivery of the VNR process in Pakistan to meet deliverables, timeframe, and budget in compliance with FCDO guidelines, and VSO procedures;
- Support the collaborating partners on quality implementation of activities including VSO’s work on social accountability, social inclusion and gender, and participatory monitoring and evaluation;
- Monitor quality assurance processes and systems to ensure the highest quality of the project implementation, and donor reporting.
- Work closely with the Country Management team – in the application of VSO’s People First principles – ensuring that partners and youth representatives are engaged in the development, planning, implementation, review and learning processes.
Collaboration:
- Develop realistic budgets, ensuring compliance with donor requirements and that human resources are allocated appropriately to achieve value for money, including full participation in the annual process.
- Ensure VSO’s financial and procurement requirements are adhered to by project team and partners.
- Monitoring and Evaluation: work with the management team to implement appropriate M&E mechanisms - in line with the results framework of ACTIVE - to measure, document and disseminate progress, good practices, and impact in this project.

Skills, Knowledge and Experience:
- Proven experience in project implementation
- Experience Advocacy, research Youth engagement Previous experience in working with marginalized youth
- Awareness of disability knowledge and youth movements in Rwanda
Qualifications:
- A minimum of Bachelor’s degree in social sciences, management (or equivalent)
Attitude/Skills/Abilities:
- Progressive views on SIG
- Computer literacy skills
- Factual/scientific writing
- Hands-on, people-centred approach
- Be ready to work with partner CSOs in field activities particularly in areas where project activities will be implemented
Desirable Criteria:
- Experience of working in a development context and/or an NGO.
