Programme Overview
Evidence for Health (E4H) is a new Foreign, Commonwealth & Development Office (FCDO)-funded programme aimed at strengthening Pakistan's healthcare system, thereby decreasing the burden of illness, and saving lives. E4H (2023-2027) provides technical assistance (TA) to the Federal and Khyber Pakhtunkhwa (KP) governments and will subsequently operate in Punjab. The KP and Federal component is being implemented by Palladium along with Oxford Policy Management (OPM).
Through its flexible, embedded, and demand-driven model, E4H KP & Federal will support the government to achieve a resilient health system that is prepared for health emergencies, responsive to the latest evidence, and delivers equitable, quality, and efficient healthcare services. Specifically, E4H will deliver TA across three outputs:
Output 1: Strengthened integrated health security, with a focus on preparing and responding to health emergencies, including pandemics.
Output 2: Enhanced capacity for evidence-based decision-making to drive health sector performance and accountability.
Output 3: Improved implementation of Universal Health Coverage, with a focus on ending preventable deaths.
E4H works in partnership with the Ministry of National Health Services, Regulations & Coordination (M/o NHSR&C) at the Federal level, and the Health Department in KP.
Position Summary
The Federal Coordinator will directly support the Federal Team Lead/Director Technical in delivering the programme's objectives at the federal, ensuring that TAs are deployed and fully implemented on time, within budget, and in close coordination with the programme’s provincial component.
Specifically, the Federal Coordinator will support the Federal Team Lead/Director Technical to liaise closely with the M/o NHR&C, other government departments, and agency focal points, as well as development partners to oversee the implementation of E4H's Y1 TA activities. This will include supporting the development or refinement of TA TORs, overseeing the delivery of TAs by consultant teams alongside the M&E Officer, quality-assuring consultant deliverables, and ensuring progression toward desired outputs and outcomes.
The Federal Coordinator will report directly to the Federal Team Lead/Technical Director.
Specific Tasks and Deliverables
- Support the Federal Team Lead/Director Technical to identify strategic TAs for possible E4H support across its outputs in Year 1 or Year 2, including in the emerging domain of climate and health. This requires close coordination with the Provincial component. Lead the TOR development process for all proposed TAs; ensure high-quality TOR completion, including that TOR content is strategic and well-timed with provincial activities.
- Establish and maintain excellent relationships with key government partners in the M/o NHSR&C and others (e.g., Islamabad Health care Regulatory Authority, Health Services Academy, Planning and Development Department, Sehat Sahulat Programme etc.). Liaise with government partners during TA implementation to ensure their engagement, buy-in, and satisfaction.
- Integrate with the Federal E4H Team at the M/o NHSR&C and possess the capability to address the needs of the M/o NHSR&C effectively, thereby ensuring comprehensive support for the Technical Director.
- Support Federal Team Lead/Director Technical to conduct E4H’s Steering Committee quarterly and as needed; prepare presentations on TA proposals for consideration, TA implementation updates, and other business.
- Support consultant recruitment for approved TAs, including through active engagement during panel interviews.
- Oversee the successful and on-time delivery of TAs by consultants, including through routine check-ins. This includes acting as the accountable party for recruiting required consultants, onboarding them, quality-assuring their work, monitoring spends against the allocated budget, and overseeing the timely achievement of TA deliverables and outputs.
- Liaise with development partners operating at the Federal to identify synergies for TAs and avoid duplication of efforts. Build awareness of programme objectives and intended outputs.
- Facilitate lesson learning from the programme for the government, the E4H team, FCDO, and other donors, for wider application in Pakistan.

Key Competencies Require
- 8 years’ demonstrated expertise in the health sector, including an up-to-date understanding of the political economy, state of health security, reforms, evidence use, and universal health coverage.
- Evidence of robust networks across key stakeholders in the M/o NHSR&C and its adjacent departments/agencies. Proven ability to interact and meaningfully engage with senior government officials.
- Proven experience successfully managing consultant teams to achieve results, including overseeing, and quality-assuring the work of TA consultants.
- Strong written English capability and proven capacity to complete deliverables to high-quality standards.
- Strong communication skills including the ability to succinctly communicate technical information for diverse audiences.
- Demonstrated understanding of institutional change/reform approaches and methodologies strongly preferred.
