Project Overview:
The Building Healthy Families Activity aims to expand access to and utilization of essential health care in Pakistan, including quality family planning (FP) and maternal, newborn, and child health (MNCH) services, in order to improve health outcomes for some of its most vulnerable populations. BHFA will operate in Pakistan’s Sindh and Khyber Pakhtunkhwa provinces, addressing environmental and health barriers to the uptake of integrated FP/MNCH services.
Job Summary:
The incumbent will have the overall responsibility as focal person to support implementation, monitoring and supervision of activities under the Building Healthy Families Activity (USAID funded) in specified districts of KPK, while also ensuring coordination and liaison at District level. Manage the interventions and maintain project inventory, operational and financial processes, help in tracking project activities and support in consolidation of reports, organize reviews, record proceedings and ensure timely feedback for submission to Program department.
Key Job Outcomes:
Meeting and Facilitation
- Coordinates, organizes and facilitates one-to-one meetings with key stakeholders to develop follow-up action plans. Invites all stakeholders and ensure their participation in meetings.
- Coordinates visits and organizes meetings of the delegation(s) with the project stakeholders in the district.
- Serve as focal person to coordinate the implementation of field Project activities at the district level.
Coordination
- In close collaboration with the Family Planning / MNCH Technical Officer, develop and maintain coordination with District Health Management, such as PPHI, DOH, DPWO, LHW Program Coordinator, Private Sector Providers, Partners, hospitals, and facility staff at district level, communities for project implementation.
- Coordinate with district management for nomination and release of participants for training as per work plan on technical and clinical skills.
- Communicate and coordinate with the district team for organizing training/activities in a timely manner.
- Ensure the timely sharing of the work plan/activity calendar with district-level relevant stakeholders.
- Participate in district cluster meetings.
- Organize FP trainings and follow-ups with health care providers including LHWs.
- Organize and conduct quarterly “Technical Review Committees” meetings.
- Coordinates with Provincial Coordinator and update them of their activities, especially those that need provincial support.
- Attend 35% activities of local partners to observe, validate and support in the field.
- Gather necessary data and information to support project implementation.
- Participate and record minutes of meetings and send them to the Provincial office to update Pathfinder on the progress of activities.
Technical Support
- Conduct training needs assessment at the district level.
- Support training of master trainers in the district on comprehensive FP / MNCH modules.
- Co-facilitate technical training if needed with the master trainer.
- Provide Coordination for standardizing LARC Services at the facility level.
- Technical support to implement FP and IPC (Infection Prevention and Control) standards in facilities.
- Support community engagement activities on integrated interventions.
Forums and Committees
- Participates in partner oversight committee meetings at the district level.
- Advocate and liaise with district level health, population, environment focal persons, to create multisectoral coordination groups.
- Support quarterly district meetings for multisectoral groups at the district level.
Monitoring
- Will implement and monitor a supportive supervision model through district government health supervisors.
- Visit assigned facilities according to the planned schedule, would be responsible for coordinating and managing quality assurance processes implementation at the health facility level.
Reporting
- Prepare and submit reports as required with regular time frequency.
- Support and monitor subawardee/CBOs action plans in communities, and plan quarterly meetings with program team
- Coordinate and facilitate payments in the field as committed under agreement after due scrutiny and verification. Maintain record of documents for accounting and audit as required by Finance Department.
- Prepare all Means of Verification for assigned activities and share them within agreed timelines.
Data Management
- Will ensure data is made available to the province on agreed time frames and is then processed and shared with Provincial coordinator/ Advisors. Should be able to analyze the data in real time for performance management of the districts.
- Maintain complete pictorial records of all meetings at District level.
- Facilitate Pathfinder and donor during monitoring visit of activities.
- Undertake any other task related to the project as assigned by Pakistan office.
Required Education and Work Experience:
- MBBS/ Bachelor’s degree in Social Sciences and other related discipline.
- 3+ years of related experience in the development health sector, including the association with NGO/INGO and the public sector.
Preferred Education & Work Experience:
- Experience in practical field work in FP MNCH & sexual and reproductive health and rights.
- Health practitioners registered with the Pakistan Nursing Council/ Pakistan Medical and Dental Council, Pakistan.
- Experience in Family Planning/Maternal and Child Health.
- Experience and familiarity with Quality improvement processes.
Minimally Required Job-Specific Competencies:
