Context and Scope :
Established in 1951, IOM is a leading inter-governmental organization providing services to governments and migrants in the field of migration. With its 173 member States and offices in more than 100 countries, IOM is dedicated to promoting humane and orderly migration for the benefit of all.
Pakistan remains the third-largest refugee-hosting country globally, hosting over 1.4 million Afghan refugees holding Proof of Registration (PoR) cards issued by the Government, 840,000 Afghan Citizen Card (ACC) holders, and an estimated 775,000 undocumented Afghan migrants. With the recent unprecedented change in the political and security situation in Afghanistan, the number of Afghan nationals crossing into Pakistan has increased. Owing to their partly informal status, the Afghan migrant populations have largely remained under the radar, not being eligible for any systematic humanitarian assistance – thereby facing significant challenges.
Responsibilities and Accountabilities :
Under the overall supervision of the Programme Coordinator (Protection), and the direct supervision of the Protection Field Coordinator, with technical supervision from the Protection Officer, the incumbent will assist and support the implementation of protection monitoring and analysis activities as part of IOM’s Protection activities, and will be responsible for the following tasks:
- Assist in planning, coordinating, implementing and monitoring project activities, including, but not limited to protection monitoring.
- Assist in verifying the quality and accuracy of data entered into protection monitoring tools, in line with Standard Operating Procedures (SOPs) and other guidance.
- Conduct weekly, monthly, quarterly, and ad hoc data cleaning and organizing, consolidating data from previous data collection exercises, preparing data analysis, and comparing protection monitoring and case management trends.
- Review, compile, summarize, analyse information and data collected through protection monitoring.
- Monitor the work of Implementing Partners, contribute to effective communication, support with implementation challenges when necessary, and report any non-compliance to the supervisor.
- Maintain an up-to-date and in-depth understanding of protection risks, community dynamics and displacement trends in the various communities and locations monitored by IOM, including for ACC holders, undocumented Afghan migrants and the host community.
- Provide administrative support related to protection monitoring activities, including preparing purchase and payment requests, monitoring financial expenditures, and performing other support activities in coordination with the Procurement and Resource Management Units and in line with IOM´s regulations.
- When required, conduct data collection, including key informant interviews, focus group discussions, and household surveys, in coordination with IOM Implementing Partners.
- Conduct capacity buildings trainings and prepare training materials on topics such as, but not limited to, data collection techniques, ethics and principles in data collection, protection mainstreaming, Preventing Sexual Exploitation and Abuse (PSEA), Gender-Based Violence (GBV), Housing, Land & Property (HLP), for IOM’s Implementing Partners, as well as relevant stakeholders, where/when required.
- Organize meetings, workshops and training sessions; provide logistical and administrative support as needed.
- Provide inputs for the development of data collection tools, capacity building materials, and Standard Operating Procedures (SOPs).
- Compile, summarize, analyse, and present information/data on specific project topics, highlighting key trends and noteworthy issues for the consideration of appropriate parties.
- Perform other related duties as assigned.
Required Qualifications and Experience :
- Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with three years of relevant professional experience.
Or,
- School diploma in the above mentioned fields with five years of relevant experience.
Experience :
- Experience in supporting protection monitoring and/or research activities, conducting data cleaning and analysis as well as drafting reports.
- Demonstrated knowledge of social science research methodologies.
- Experience working on general protection, child protection (CP), gender-based violence (GBV) or counter-trafficking (CT), including in direct contact with beneficiaries.
- Understanding of the protection environment and legal sector in Pakistan.
- Excellent understanding of critical issues around data protection principles.
- Excellent computer skills and literacy (MS Word, PowerPoint, KOBO) and full proficiency in Excel.
- Knowledge of the Afghan crisis in Pakistan and understanding of issues related to Afghan migrants and host communities in Pakistan.
- Prior work experience with international humanitarian organizations, non-government or government institutions/organizations in a multi-cultural setting is considered an advantage.

- Good written and oral communication skills, effective in representation and liaison with external parties (required).
- Social science research skills, including qualitative and quantitative methods (required).
- Good interpersonal and problem-solving skills (required).
- Flexibility in working overtime when needed (required).
- Willing to collaborate with and support people from different ethnic groups and different religions (required).
- Knowledge of the broad range of migration related subject areas dealt with by IOM.
- Knowledge of UN and bilateral donor standards.
- Knowledge of financial rules and regulations.
Languages :
Required :
Fluency in English, Urdu, and Pashto .
Desirable:
Working knowledge of Pashto and Dari.
