JOB PURPOSE
This position supports Pathfinder's Resolve for Health System Strengthening in the province of Sindh, with a focus on PPFP and PAFP. Pathfinder is supporting the Departments of Health & Population Welfare Sindh to initiate reporting and recording PPFP indicators through DHIS/ECR at public sector tertiary care hospitals in the province of Sindh. This will help BMGF-funded Qadam Ba Qadam to meet one of its deliverables, which is the institutionalization of PPFP indicators in DHIS at public sector tertiary care hospitals. The Short-term Public Health Specialist/Consultant hired will work closely with the DoH focal person for tertiary care hospitals in Sindh to introduce PPFP indicators in DHIS/ECR there and synchronize it with similar systems at PWD and DOH Sindh. This will include identifying the PPFP indicators, initiating the inclusion of these indicators at DHIS/ECR of tertiary care hospitals, capacity building of staff on these systems, data collection, data entry, data analysis, and supporting the management of tertiary care hospitals on evidence-based decision making. He/she will be a source of coordination among various tertiary care hospitals, DoH, PWD, and Pathfinder to strengthen the MIS and develop synergies in this regard. The Consultant will conduct monitoring visits to provide training to the staff of these hospitals and monitor the quality of data at these health facilities. He/she will also coordinate with other stakeholders working on similar tasks to avoid duplication of work and ensure continuity and sustainability once the consultancy period expires or the project ends. Works to successfully execute the duties of the anticipated BMGF-supported Project for providing TA to the government for the institutionalization of PPFP and PAFP.

Strategic Leadership:
|
Works closely with the DoH focal person for tertiary care hospitals to ensure the implementation of PPFP indicators in the DHIS/ECR systems of these hospitals. The selected person will develop a work plan with guidance from the DoH focal person, for the implementation of different steps of DHIS/ECR at the public sector tertiary care hospitals. These will include a review of current reporting systems at these hospitals, introduction of PPFP indicators in DHIS/ECR, development of reporting tools similar to what is in place at DoH & PWD, capacity building of staff on these systems, data entry, reporting, monitoring, and data analysis.
Support the senior technical advisor in leadership for the country program, building capacities of the team, government health managers, and policymakers on the institutionalization of FP, PPFP, and PAFP, exploring new constituencies for project success, and strengthening the positioning of the organization.

Project Implementation:
|
Ensures that project performance objectives and mandated deliverables such as technical activities, annual work plans, and programmatic/financial/technical reports are carried out in a timely fashion, meet the highest quality standards, and consider the donor's requirements and procedures. Collaborates with other project teams, other donors, and country-based entities in the development and implementation of SRHR and HSS Delivery to bring a broad range of resources to meet multiple needs of intended populations.

Technical Assistance:
|
Provides technical assistance to the management of tertiary care hospitals to introduce PPFP indicators into their reporting & record-keeping systems. Identify the training needs of these hospitals and conduct training on DHIS/ECR and synchronize it with already existing DHIS/ECR systems of DoH and PWD Sindh. The Consultant will also conduct training of staff on the requisition process of FP commodities, including CLMIS and CLR-6.

Monitoring, Evaluation, and Learning Plans:
|
Ensures data collection at different tertiary care hospitals, verifies its data quality, timely submission of reports, data management, and data analysis. Besides doing all these activities, also increases the capacity building of the managers of all tertiary care hospitals in the province, so that the system is sustained after the project ends.
Supports the MEL team in ensuring that monitoring, evaluation, and learning strategies, frameworks, plans, and indicators are adequately implemented and capture project performance and results. Leads periodic reviews to monitor progress and to identify necessary corrective actions.

Financial and Administrative Operations:
|
Oversees implementation of administrative and financial operations to ensure compliance with Pathfinder International’s policy and contract provisions. Develops budgets for training, printing materials, and field visits in alignment with project requirements and Pathfinder policies. Monitors, and revises budget pipeline and conducts monthly reviews to ensure accountability of all work-related activities as well as the accurate and timely reporting of deliverables.

|
Contracts with and manages coordination with different public as well as private stakeholders, working on similar tasks to avoid duplication and keep all the partners informed in this regard.

Security Standards and Guidelines:
|
Ensures that appropriate security standards, guidelines, and procedures are established, maintained, updated regularly, and adhered to by the staff in all project offices in compliance with donor rules and regulations.

Management Reports:
|
Develops and presents timely technical, and operations reports and updates on the project’s progress and difficulties. Documents project achievements for communications materials such as annual reports, brochures, and website updates.

Education and Work Experience:
- Master’s degree (or equivalent) in public health, management, public policy, or related discipline.
- At least 5-7 years of prior experience in delivering public health projects in a leadership position, including the timely implementation, and reporting of donor-funded program activities in the health sector.
- Ability to demonstrate a high degree of flexibility in managing change across a broad group of stakeholders in an inclusive manner; knowledge of Pakistan’s public health systems, especially the Health Management Information Systems of the Department of Health & Electric Client Record System of PWD, CLMIS, and knowledge of the political, social, economic, and cultural context of working globally.
- Well-versed in family planning and reproductive health principles, practices, and services of programs, including program strategies and indicators, and the latest professional developments in SRHR, including special challenges and measurement issues faced in the developing world.
Preferred Education and Work Experience:
- Experience with multi-donor-funded complex projects
- Experience of working with the government, especially the Departments of Health & Population Welfare.
- Experience working on DHIS, ECR, CLMIS, or other DoH & PWD systems that aid in understanding program context, field realities, and technical needs.
- Passion for Sexual and Reproductive Health and Rights: Commitment to family planning, reproductive health services, gender, maternal, and child health services, and eradication of harmful traditional practices.
