The Integrated Health Systems Strengthening and Service Delivery (IHSS-SD) Activity is a three-year (2017-2025) project funded by the United States Agency for International Development (USAID). It is implemented by JSI Research & Training Institute, Inc., with Contech International and Rural Support Programs Network (RSPN) as implementing partners. The Activity is supporting the Department of Health in Sindh, Khyber Pakhtunkhwa, besides federal component with MoNHSR&C. In Sindh, the goal of the IHSS-SD Activity is to provide technical assistance to the Department of Health to implement its Global Health Security Agenda, Tuberculosis and other related activities across the province.
JSI is providing support to the Department of Health Sindh in capacity building, technical assistance to DHO offices, Monitoring and Evaluation under Initiative of Global Health Security Agenda and various approaches to combat Tuberculosis in Sindh. Regional Field Managers (RFMs) will be assigned 3 to 4 districts each. They will be based at District Health Offices of IHSS-SD focused Districts.
Duties and Responsibilities:
A. Global Health Security (GHS)
- Technical Assistance (TA) to strengthen and operationalize District Disease Surveillance and Response Units (DDSRU), facilitate and support District DDSRU teams to detect, report and timely respond to the public health emergency events.
- TA to review IDSR reports with regard to its completeness, timeliness, quality of weekly report data. Support District FP IDSR to improve the quality of IDSR reporting.
- Support IHSS-SD Activity in district’s risk assessment and profiling exercise.
- Support IHSS-SD Activity in getting relevant nominations for GHS remaining trainings.
- Support in development of IPC costed plans for the implementation of IPC programs in 58 hospitals of 16 districts. Collect notification of IPC committees and participation in IPC committee meetings. Support in distribution of IPC equipment and recording in stock registers of the facilities.
- Hands on Support to District Health Offices to prepare monthly M&S plan of all district coordinators and ensure to conduct field visits as planned.
- Hands on Support to health facility staff, Focal Person DDSRUs, DHO Offices on data collection, Reporting, analysis and weekly report writing on Notifiable diseases
- Responsible to identify and recommend Monitors/Training coordinators to organize, execute and implement training plan of IPC, RRT and refresher training of GHS
- Responsible to update TIMS to ensure complete data updating on all training in their respective districts
- Coordinate with FETP trained fellows and other trainees for collection of success stories having all details of the event/s photograph with filled consent form and share with Sr. Manager communication.
B. Tuberculosis (TB)
- Monitor, supervise and facilitate IHSS-SD TB activities in focus districts, that’s include MTV, ACF and HTL activities
- Active coordination with the district coordinators of Contech International and district managers of RSPN for effective implementation of TB assigned activities
- Conduct field visit to the communities along with social mobilizers teams and provide feedback on the progress, challenges and recommendation to their supervisors
- Attend monthly review meetings and present their reports on monitoring and supervision of GHS and TB activities. These meetings could be through zoom link or by person. Participate in M&E working group meeting of IHSS-SD Activity as Co-opted member
- Participate in District GHS, TB and M&E meetings as and when required and seek support of the DHO for the challenges they observed in the field
- Keep record of all activities of GHS and TB in hard form in their assigned districts for validation and audit. This may include training data, photographs, minutes of meetings held in districts, monthly/quarterly review meeting data related to TB and GHS, etc.
- All RFMs will prepare monthly/weekly plan dully approved by their supervisor. After conducting field visit or attending meeting /training events, each one will share “Note for Record” with the supervisor suggesting remedial measure to address challenges
- Any other duty assigned by his/her supervisor
Qualifications and Experience:
- MBBS and Preferably with Master’s Degree in Public Health (MPH)
- Preferably Certified/Trained in Field Epidemiology Training Program (FETP)
- 5 Years of Experience in Surveillance of Infectious Diseases
- 5 Years of Experience of working/ Implementing Integrated Disease Surveillance and Response (IDSR)
- Experience in working and managing IDSR Dashboard will be preferred
- Excellent report writing and presentation skills
- Experience in Monitoring of field surveillance of infectious diseases with frequent travel
- Experience of working in collaboration with public sector and health interventions of the focus districts.
- Familiar with local language, customs and geographic locations of the focus districts
