Job Summary:
This managerial role demands, strong project management skills, and expertise in resilience approaches, particularly in DRR and climate change adaptation in Sindh context. The Project Manager will support the DTL and Team Lead in managing and overseeing the project, including planning, coordination, monitoring, evaluation, ensuring compliance with donor requirements and alignment with project objectives. It requires field level implementation oversight and team management. S/he will guide the program team to deliver high-quality programming and achieve results. The role involves managing a diverse team, fostering innovation, and addressing resilience and climate challenges effectively. The position also requires providing regular updates, reports, and insights to demonstrate impact and ensure accountability.
CARE International in Pakistan is recruiting Project Manager for FCDO funded Building Resilience and Addressing Vulnerability to Emergencies (BRAVE) Programme in Pakistan. This is approximately £4 million programme with a duration of 3.5 years. The expected impact of this programme is “increased capacity of at risk and climate vulnerable households and communities to anticipate, adapt to, and absorb the impact of shocks and stresses induced by climate change and natural disasters, including measurable changes in gender roles and social inclusion”. The position is based in Makli (field in Sujawal)with at least 50% time in Sujawal and 50% time in Badin including travel to any part of the country for initiating a response on short notice.
Key Responsibilities:
1-Program Management (40% of the time):
Lead the program implementation, ensuring program objectives are met with gender sensitive approcaches and ensure integrated programming with enhanced impact.
Develop and implement a project plan, including procurement, distribution, and spending strategies, coordinating with relevant stakeholders (e.g., CARE’s MEAL, Finance, Admin & Logistics departments) to ensure timely and quality delivery of response activities.
Coordinate with logistics teams and Deputy Team Leader to manage supply chain challenges, ensuring the timely delivery of goods and services to affected communities.
Ensure technical guidelines agreed in consortiums' Technical Working Groups (TWG) are adhered to during implementation with support and guidance of Technical Specialists.
Share field level budget with DTL and TL for approval and seek their approvals for all project activities.
2.Program Quality, Monitoring and Reporting (25% of the time):
Ensure the quality of program implementation according to CARE and established international standards.
Carry out field visits and spot checks to ensure adherence to the guidelines, compliance requirements and standards.
Collaborate with the MEAL team to design and implement an M&E plan that tracks progress against key project indicators, ensuring that data collection is accurate and timely.
Regularly analyze data and share findings with stakeholders to inform decision-making and improve program effectiveness.
Prepare and submit comprehensive reports to CARE’s senior management, adhering to all reporting requirements and deadlines.
Maintain regular communication with Deputy Team Leader and Team lead and other key stakeholders, providing updates on project progress and any emerging issues.
Ensure that all project-related communications, both internal and external, are clear, accurate, and contribute to the overall transparency and accountability of the program.
Monitor project activities against set objectives and indicators, adjusting strategies as needed to maximize impact and efficiency
3-Coordination and Liaison: (15 % of the time):
Act as CARE’s primary representative at district forums related to resilience and climate change, building and maintaining relationships with government bodies, NGOs, and UN agencies operating in the implementation districts
Work closely with local authorities to secure necessary permissions and facilitate smooth project operations in target areas.
Ensure that all coordination at district level with external stakeholders is conducted in line with CARE’s protocols and documented appropriately.
Ensure that all staff in the field adhere to CARE’s security guidelines and SOPs, conducting regular reviews to address any potential risks.
Work closely with CARE’s security team to monitor the security situation in the project areas and make adjustments to project plans as needed.
4-Team Management (15 % of the time):
Supervise field teams, providing guidance on implemntation approaches and as per organizations SOPs.
Provide leadership and support to the field teams, ensuring that all staff are adequately trained and equipped to perform their roles effectively.
Implement CARE’s performance management system for direct reports, offering regular feedback and guidance to foster professional development.
Address any performance issues promptly and in accordance with CARE's HR policies.
5-OTHER RESPONSIBILITIES AS ASSIGNED (5 % of the time):
Any other tasks or responsibilities based on organizational and programming needs as assigned by the Line Manager.
A) Qualifications (Know How)
Required:
Bachelor's degree in disaster management, environment/Climate Resilience, social sciences, rural development or a related field.
Desired:
Master's degree in disaster management, Climate resilience, social sciences, rural development or a related field is preferred.
B) Experience/ Technical Skills
Required:
Minimum of 10 to 12 years of program experience with an INGO or UN agency in managing complex social development projects including at least 5 years of experience with an INGO at Project Manager /Senior Project Manager experience in one of the areas such as; resilience, climate change or humanitarian.
Demonstrated experience of managing large projects with major institutional donors such as FCDO, USAID, DFAT, ECHO or others
Demonstrated experience of successfully managing budgets for a value of at least $ 1 million per annum with large donors such as FCDO, USAID, DFAT, ECHO and others.
Demonstrated experience of managing large teams.
Demonstrated understanding of social inclusion, especially engaging with marginalized groups/ communities as well as related organisations who can contribute to policy and implementation at both the community and decision maker levels.
Excellent communication, negotiation, and networking skills, with the ability to engage effectively with diverse stakeholders, including government officials, donors, and community leaders.
Experience of fund raising from large donors
Desired:
Expertise in technical areas of disaster management and/or climate change programming. Proficiency in regional languages preferred. Experience of managing payment by results grant mechanism is preferred.
