Position Title : Manager Finance & Operations

Job Summary
The position will be responsible for Financial / Operations Management of Billion Tree Afforestation Support Project (BTASP)

Duties and Responsibilities

Specific Responsibilities

  • Will be responsible for review and editing of financial data received from Forest Department of KPK Government.
  • Will be responsible for preparation of projects and Annual Budget (BTASP).
  • Will Coordinate with internal and external audits of Govt component as well PMU expenses.
  • Submission of projects financial reports and linked other deliverables to donors.
  • Correspondence with project donor.
  • Will prepare, review and coordinate for project agreements.
  • Overall responsible for financial and administrative management of DFS project.
  • The position will assist the CTA and Deputy CTA in all financial aspects of the project, with a focus on es- tablishing the payment and remuneration systems as well as disposition fund management, all financial reporting and monitoring in communication with KfW and Project Executing Department (PED). Hence experience in KfW supported program in Pakistan is an additional asset and will be considered specifi- cally in the evaluation.
  • Further on the financial management specialist shall be supporting the PED.
  • Introduction of performance-based remuneration system for the forest wardens, nurseries and land- owners.
  • Development of deposit account system for payments to beneficiaries and local SME
  • Application of social criteria for selection of deposit account holders.

General Responsibilities:

  • Provide operational support to all interventions of the organization in the region.
  • Safeguard organization’s resources and to ensure their optimum utilization for achievement of organiza- tion’s objectives.
  • Develop and maintain financial and administrative controls.
  • Prepare financial proposals and provide input in the development of new projects/ programmes.
  • Coordinate and act as focal person for annual and programme/projects audits in the region.
  • Liaison with donors and partners with regard to contractual and financial matters.
  • Provide direct and indirect guidance to all the operations staff in the region.
  • Responsible for preparation and submission of financial reports as per donor and organization’s require- ments.
  • Develop and maintain budget monitoring system ensuring that expenditures do not exceed respective approved budgets.
  • Prepare different types of financial analyses to form basis for decision-making.
  • Participate in different committees formed for management and decision-making.
  • Ensure correctness, completeness and timeliness of financial and operational data.
  • Assess liquidity requirement of regional and site offices and ensure availability of funds as per require- ments.
  • Ensure the recording and follow up of the accounts receivable & payable and arrange their settlements in consultation with relevant departments, individuals and organizations.
  • Prepare/review invoices and payment requests for donors.
  • Supervise all procurements and contracts in the region ensuring competitiveness, transparency and compliance under the procurement policy and guidelines as well as donor requirements.
  • Implement organizational policies in the region and monitor their compliance.
  • Assess capacity building needs of operational staff and arrange in-house and external trainings in consul- tation with HR.
  • Continuous research and development to make operational processes more efficient and aligned with the contemporary needs.
  • Responsible for compliance of Finance, Admin & IT SOPs is of the organization in the related offices.

Selection Criteria
Education, Experience & Working Knowledge

  • ACMA, ACCA, Master’s degree in Commerce, Economics, Business Administration or any other related discipline.
  • At least ten years of relevant/similar experience in the operations and large programme Management.
  • Able to lead teams in diverse environment and have knowledge of business operations, taxation, procurement, HR and IT.
