Through this notice, CESVI invites quotations. CESVI, an international NGO headquartered in Italy, has been actively operating in Pakistan since 2005, positively impacting over 2.5 million beneficiaries. Over the years, we have been committed to serving communities in Sindh, working in collaboration with local communities and authorities to enhance disaster response capabilities through training initiatives aimed at strengthening crisis response skills.
Our ongoing project intends to design, develop, and implement a customized IDSS for PDMA Sindh to activate early and/or anticipatory response(s) to the likely immediate consequences of natural hazards or other threats on the basis of a scientific or risk-based analysis (risk-informed and anticipatory approach), building on NDMA's IDSS framework and tailored to meet the specific needs of district-level disaster management authorities in Sindh, which includes but not limited to the requirements mentioned in Annexure-02 of this RFQ.
With this document, CESVI invites you to submit a Financial Proposal and Technical Proposal that meets all the requirements mentioned in Annexure-02 for the IDSS System mentioned in Annexure 02. Please read the terms and conditions outlined below before submitting a quotation in response to the ToRs. Software development companies that meet the requirements are invited to submit their expressions of interest, including the following:
- The proposal should include the cost of troubleshooting and bug fixing for six months as the testing period after the IDSS System is fully handed over and launched.
- The proposal should include a warranty period of at least one year after the six-month testing period. During this warranty period, all troubleshooting, bug fixing, and upgrades to the latest operating systems will be covered.
- A cover letter detailing the company’s suitability for the assignment and current contact information is required.
- The proposal must include a proposal on a clear methodology for the assignment and a detailed work plan based on the scope. It must also include a table with approximate completion dates for each of the abovementioned deliverables.
- Please provide profiles of the team members, including detailed work experience and education, and clearly identify the overall lead consultant/developer.
- Provide a soft or printed copy of two previous related assignments and the proposal. Weblinks can also be shared.
- Any other relevant reference of the past assignment(s), if any.

Bidders are requested to submit their bids (Signed RFQ, Financial Proposal, Technical Proposal, Registration Docs, and FBR certificates) in hard copy or in soft copy in USB/Flash Drive to the CESVI Country Office Islamabad by 1500 hrs within seven days of the issuance/receipt of this RFQ, which is 26 March 2025. Late submissions may not be considered for further evaluation.
