OVERVIEW OF THE POSITION
Project Information:
This project aims to support good health and wellbeing, along with safe water and sanitation. This will be achieved through improved medical waste management infrastructure across Pakistan, in coordination with the health authorities. The project will be managed by UNOPS and involve collaboration with key stakeholders to ensure successful implementation. Through this project, UNOPS is meeting the request of the health authorities in Pakistan. The project will be implemented in close collaboration with the UNOPS UNWebbuy team in Geneva who will manage the related procurement of equipment.
GENERAL FUNCTIONS
Role objective:
Functional Responsibilities Technical Assistance
- Provide support in reviewing work plans/drawings presented by the design consultant during the planning and procurement phases.
- Support the Project Manager in overseeing the construction quality at the assigned site and ensure the work is performed as per specifi cations by the contractors. Support in the planning of timely delivery of site progress reports, preparation of reports, update work plans if needed, keeping track of progress in between reporting moments.
- Coordinate with the end user at fi eld level and resolve any issues proactively which might arise due to contractors operation.
- Provide support and guidance to the contractors and assists in resolving site problems, as necessary, incoordination with the Project Manager.
- Report technical issues to the Project Manager in a timely manner and ensure that the solution is implemented as per technical standards.
- Check and verify the variation orders/claims submitted by the contractor and ensure the claim is accurate and as per the variation order. Ensure all technical inputs and cost estimates are accurate, provided in a timely manner and included in the project proposals and budgets.
- Prepare interim payment certifi cates for the sites assigned to him/her as per the actual work done. Review the IPC submitted from the other sites and confirm the actual work done is as per the submitted IPC. Assist in submitting IPC to the procurement department for timely disbursement of payment.
Stakeholder Management
- Coordinate with end-users, inspect and report on minor upgrade works requirements on the project site.
- Schedule and attend meetings with the stakeholders and take meeting minutes and disperse them after consultation with the PM.
- Keep track of the action items from the regular meetings and maintain a tracker of all the action items for the stake holders.
Monitoring
- Ensure UNOPS Health, Safety, Social and Environmental management systems are implemented on site.
- Closely monitor the progress of works and prepare reports which include details of work done, difficulties and delays in the work, their causes, the proposed remedial measures and financial status of the works contracts; develop inspection and test plans and update them regularly with the contractor.
- Inspect and report on the Contractor’s works in progress, ensuring that the Contractor meets the high-quality standards expected by UNOPS and escalating any deviations to the supervisor for action.
- Check, verify and approve the interim payments submitted by the Contractor/s and submit detailed reports to the Project Manager.
- Check the Contractor’s set out and works, including compliance with Contract Specifications and ensure that the contractor comply with their work plans to complete work within the specified timeframe.
- Visit sites as and when required and prepare site visit reports.
5. Qualifications and Experience
a) Education
- Completion of secondary education is required.
- A first-level university degree in civil, architecture or construction engineering is desirable, but not required, and may be considered as a substitute for 4 years of the required work experience.
b) Work Experience
- With secondary education, 6 years of experience in general construction works and/or site supervision is required.
- Experience with UNOPS Infrastructure Project implementation is highly desirable.
- Experience in Building Maintenance Works and Finishing Works is an asset.
- Experience in using AutoCad is highly desirable.
- Computer literacy is required.

- Fluency in English is required.
- Fluency in local languages Urdu is required.
